<br />January 10, 2006 <br /> <br />- Other Unfinished Business - <br /> <br />05 - 568 - Adoption of an ordinance to appropriate in the 2005-2006 Community <br />Planning and Development Program Fund $12,261 of excess HOME program income <br />received in FY 2006 to be used in support of the 2006 Habitat for Humanity Housing <br />Blitz. Deferred from the December 13, 2005 Council Meeting. Vision Principle: <br />Neighborhood and Community Transformation. <br /> <br />Background: <br />. Habitat for Humanity is pursuing the 2006 Housing Blitz to build ten homes in <br />Portsmouth next year and City Council has previously endorsed this project. <br />. To ensure that these new homes provide an enormous impact on the uplifting of <br />the proposed Brighton neighborhood additional funding has been requested for the <br />design, elevation and improved streetscape. <br /> <br />Discussion: <br />. There is additional funding required for architectural, engineering or related <br />professional services required to prepare plans, drawings, and/or specifications for the <br />2006 Habitat for Humanity Housing Blitz. Ray Gindroz recommended architectural <br />changes as additional improvement to the streetscape of the neighborhood as <br />neighborhood and community transformation. <br />. Financial Impact: It is proposed that $12,261 of HOME excess program income <br />received for FY 2006 be used to fund the related soft costs. <br />. Human Impact: The Centre Avenue/Oak Street corridor of the Brighton/Prentis <br />Park neighborhood will be transformed through a neighborhood clean up and <br />construction of new homes. The redevelopment of this area will provide families with <br />new homes that give them safe, decent and affordable places to live and the pride of <br />homeownership. <br /> <br />Staff Recommends: <br />Adoption of an Ordinance to appropriate in the 2005-2006 Community Planning and <br />Development Program Fund $12,261 of excess HOME program income received in FY <br />2006 to be used in support of the 2006 Habitat for Humanity Housing Blitz. Vision <br />Principle: Neighborhood and Community Transformation. <br /> <br />Next Steps: <br />. Advertisement for Public Notice to run in The Virginia Pilot on December 4, 2005. <br />. Vote to appropriate funds on January 10, 2006. <br /> <br />Motion by Mr. Heretick, and seconded by Mr. Whitehurst, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE APPROPRIATING IN THE 2005-2006 COMMUNITY PLANNING AND <br />DEVELOPMENT PROGRAM FUND $12,261 OF EXCESS HOME PROGRAM <br />INCOME RECEIVED IN FY 2006 TO BE USED IN SUPPORT OF THE 2006 HABITAT <br />FOR HUMANITY HOUSING BLITZ." <br /> <br />Ayes: Heretick, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />- City Manager's Report - <br /> <br />06 - 20 - Adoption of an ordinance to appropriate the $16,429.51 in additional grant <br />funds from the United States Department of Agriculture to the Department of Parks, <br />Recreation and Leisure Services for the USDA Summer Food Program to allow for <br />completion of program expenses. No City cash match is required. Vision Principle: <br />Neighborhood and Community Transformation. <br />
