<br />January 10, 2006 <br /> <br />(c) UP-05-35 <br /> <br />TRUXTON NEIGHBORHOOD - The Yates Group, on behalf of <br />Mount Carmel Baptist Church, requests a use permit for the <br />approval of an expansion of the existing parking lot at 3310 Deep <br />Creek Boulevard and 17 through 27 Manly Street. Vision Principle: <br />Neighborhood and Community Transformation. <br /> <br />Motion by Mr. Heretick, and seconded by Mr. Whitehurst, to concur with the <br />recommendation of the Planning Commission that UP-05-35 be approved on first <br />reading, and was adopted by the following vote: <br /> <br />Ayes: Heretick, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />(d) UP-05-36 <br /> <br />MAYFLOWER PARK NEIGHBORHOOD - Claymore Sieck <br />Wholesale Florist of VA, Inc. is requesting a use permit to establish <br />a wholesale floral distribution operation at 1050 Hodges Ferry <br />Road. Vision Principle: Neighborhood and Community <br />Transformation and A Robust and Prospering Economy. <br /> <br />1. John Konrad, 3210 Leigh Street, Richmond, spoke in support of this item. <br /> <br />2. Burrell Johnson, 1156 Melvin Drive, spoke in support of this item. <br /> <br />Motion by Mr. Whitehurst, and seconded by Ms. Randall, to concur with the <br />recommendation of the Planning Commission that UP-05-36 be approved on first <br />reading, and was adopted by the following vote: <br /> <br />Ayes: Heretick, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />(e) S-05-05 <br /> <br />PORTSMOUTH MARINE TERMINALS - Ordinance granting the <br />request of the City of Portsmouth and the Virginia Port Authority for <br />the closure of a portion of Seaboard Avenue. Vision Principle: <br />World Class Marine Center. <br /> <br />Motion by Mr. Whitehurst, and seconded by Mr. Smith, to defer consideration of <br />S-05-05 to the meeting of March 21, 2006, and was adopted by the following vote: <br /> <br />Ayes: Heretick, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />- Speakers Forum - <br /> <br />06 - 1 9 <br /> <br />Public Comment (Agenda/Non-Agenda). <br /> <br />1. Mark Gedulgid-Yatrofsky, 363 Middle Street, informed citizens that the deadline to <br />file a petition to qualify as a candidate for City Councilor the School Board is <br />Tuesday, March 7, 2006 at 7:00 p.m. In addition, he notified citizens that the <br />deadline to offer public comment on proposals by TransRiver Project LLC and L. M. <br />Sandler & Sons is February 7,2006. He also wanted citizens to know that the <br />business community was a major force in getting Council to make education its main <br />priority. <br /> <br />2. J. C. Woodell, 2742 Barclay Avenue, asked that the City allow him a waiver of four <br />months to lay an asphalt driveway on his property. <br />
