December 13, 2005 <br /> <br />At a Regular Meeting of the City Council on Tuesday, December 13, 2005, <br /> there were present: <br /> <br />Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst, <br />Sr., Marlene W. Randall, Stephen E. Heretick, Elizabeth M. Psimas, Ray A. Smith, Sr., <br />City Manager James B. Oliver, Jr., City Attorney G. Timothy Oksman. <br /> <br />Councilman Smith, opened the meeting with prayer, which was followed by the <br />Pledge of Allegiance to the Flag. <br /> <br /> Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br />Motion by Ms. Psimas, and seconded by Mr. Whitehurst, to approve the minutes <br />of a Called Meeting on November 21, 2005, of a Called Meeting on November 22, 2005, <br />of a Regular Meeting on November 22, 2005, and of a Called meeting on November 29, <br />2005 and was adopted by a vote of 7-0. <br /> <br />05 - 562 - Presentations: <br /> <br />? <br /> Presentation to Sheriff Gary Waters for faithful service as Sheriff of the City of <br />Portsmouth. <br /> <br />? <br /> Proclamation presented to Joanne Roesin for “National Homeless Persons Memorial <br />Day.” <br /> <br />? <br /> Presentation of a limited addition postcard, by Nancy Alberts, on behalf of the Olde <br />Towne Business Association, to the City of Portsmouth. <br /> <br />- Public Hearing - <br /> <br /> <br />05 - 563Joint public hearing with the Portsmouth Redevelopment and Housing <br />Authority for the purpose of considering the proposed Centre Avenue/Oak <br />Street Redevelopment Plan. <br /> <br />1. Reggie Allen, 1421 Wilcox Avenue, spoke in support of this item. <br /> <br />2. Reverend Clifford Barnett, 1300 Centre Avenue, spoke in support of this item. <br /> <br />05 - 564 - Public hearing on use permit and rezoning applications: <br /> <br />(a) UP-05-34 HATTONSVILLE NEIGHBORHOOD - James B. Leonard requests <br />a use permit to operate a body art studio at 3303 Airline Boulevard, <br />Suite 4C. The property is zoned industrial, M-1. The <br />Comprehensive Plan recommends mixed-use corridor <br />development. Vision Principle: A Robust and Prospering <br />Economy. <br /> <br />Motion by Mr. Whitehurst, and seconded by Ms. Randall, to concur with the <br />recommendation of the Planning Commission that UP-05-34 be approved on first <br />reading, and was adopted by the following vote: <br /> <br />Ayes: Heretick, Moody, Psimas, Randall, Whitehurst, Holley <br />Nays: Smith <br /> <br />(b) Z-05-14 CHURCHLAND NEIGHBORHOOD - Hoggard Eure Associates, <br />P.C., in partnership with the DeFord Companies, Inc., proposes to <br />rezone 3993 Twin Pines Road from general commercial, C-2, to <br />residential multi-family, RM-75-K (conditional) to construct a 36-unit <br />condominium project.
