<br />November 22. 2005 <br /> <br />05 - 527 - Public hearing on code amendment application: <br /> <br />(a) CA-05-03 <br /> <br />CITYWIDE - The City of Portsmouth requests a code amendment <br />to Section 40-61.5 of the Zoning Ordinance regarding Prohibited <br />Signs to eliminate a duplication of enforcement actions of signs in <br />the public right-of-way in the 0-1 Zoning District. Vision Principle: <br />A Robust and Prospering Economy. <br /> <br />Motion by Ms. Psi mas, and seconded by Mr. Whitehurst, to concur with the <br />recommendation of the Planning Commission that CA-05-03 be approved on first <br />reading, and was adopted by unanimous vote. <br /> <br />- Speakers Forum - <br /> <br />05 - 528 <br /> <br />Public Comment (Agenda/Non-Agenda). <br /> <br />1. Barbara Early, 316 North Street, expressed her frustrations with absentee landlords <br />and the lack of code enforcement with regards to these properties by the City. <br /> <br />2. Helen Person, 600 Rutter Street, spoke on the Christmas decorations being <br />extended along the 700, 800, and 900 blocks of High Street. She voiced her <br />frustrations regarding the lack of action by PRHA with regards to having water <br />faucets placed on the outside of the Westbury complexes. She suggested to <br />Council ways in which money can be managed to pay for such projects as curbs and <br />guttering. She also asked for more benches along the 700, 800, and 900 blocks of <br />High Street. <br /> <br />3. J. Brewer Moore, 308 Bobby Jones Drive, spoke on the Battle of Great Bridge and <br />the reenactment taking place on Dec. 5, 2005 and encouraged Portsmouth citizens <br />to participate. <br /> <br />4. Steve Whitehead, 4419 County Street, voiced his concern with an oil spill being <br />washed into the drainage and the alleged untimely response by the City to clean it <br />up. <br /> <br />5. Jim Smith, 324 Court Street, spoke on the lack of code enforcement with regards to <br />absentee landlords. <br /> <br />'" Vice Mayor Moody asked that Staff look into how the City can effectively utilize <br />volunteers with regards to code enforcement. <br /> <br />6. Ed Forlines, 462 Washington Street, spoke on problems brought about when there <br />are vacant properties and asked that Council pursue more aggressive code <br />enforcement in the City. <br /> <br />7. Leone Pajak, 3400 Channel Avenue, spoke on a notice he received citing violations <br />on his home and property. <br /> <br />8. John Lifsey, 229 Mount Vernon Avenue, wanted to show support for the Historic <br />District, the Commission of Architectural Review I (CAR) and CAR II. He also asked <br />that Council support the guidelines already implemented by CAR I and CAR II. <br /> <br />9. Mark Geduldig-Yatrofsky, 363 Middle Street, suggested that the transportation <br />package submitted along with the Legislative Proposal be revisited and that Council <br />give citizens a chance to voice their opinion. <br /> <br />10. Linda Lenox, 49 Channing Avenue, spoke on the lack of code enforcement with <br />regards to absentee landlords. <br /> <br />11. Stuart Nachman, 870 North Military Highway, Norfolk, asked for support from <br />Council in obtaining an easement for a parcel of land on Frederick Boulevard. <br /> <br />12. Rev. Diane Jenkins, 5651 Darby Court, spoke on the Commission of Architectural <br />Review's and alleged disregard for her civil rights and equal protection under the <br />law. <br />
