<br />November 22. 2005 <br /> <br />At a Regular Meeting of the City Council on Tuesday, November 22, 2005, <br />there were present: <br /> <br />Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst, <br />Sr., Marlene W. Randall, Stephen E. Heretick, Elizabeth M. Psimas, Ray A. Smith, Sr., <br />City Manager James B. Oliver, Jr., City Attorney G. Timothy Oksman. <br /> <br />Councilman Whitehurst, opened the meeting with prayer, which was followed by <br />the Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br />Motion by Mr. Whitehurst, and seconded by Mr. Moody, to approve the minutes <br />of a Called Meeting on November 7,2005, of a Called Meeting on November 8,2005, of <br />a Regular Meeting on November 8, 2005, and of a Called meeting on November 14, <br />2005 and was adopted by unanimous vote. <br /> <br />05 - 525 - Presentations: <br /> <br />. Proclamation presented to Fred Schoenfeld and Dr. Jean Haskell for the "60th <br />Anniversary of the Commodore Theatre." <br /> <br />. Special presentation to Linfred Moore for his outstanding work as a volunteer in the <br />City. <br /> <br />. Special presentation to Marvin Goldfarb for his outstanding business leadership in <br />the community. <br /> <br />. Presentation, by Kelli Walton-Hyman, to the City of Portsmouth for the 2005 <br />American Cancer Societies Elizabeth River Relay for Life. <br /> <br />. Presentation of special lapel pins to newly appointed Board and Commission <br />members. <br /> <br />- Public Hearing - <br /> <br />05 - 332 - Public hearing on code amendment application: <br /> <br />(a) CA-05-02 <br /> <br />CITYWIDE - The City of Portsmouth requests a code amendment <br />to Section 40-52.1 (b) Historic Limited Office of the Zoning <br />Ordinance to allow Limited Service Social Establishments. Vision <br />Principle: A Robust and Prospering Economy. <br /> <br />1. Les French, 208 Glasgow Street, spoke in support of this item. <br /> <br />2. Doris Leitner, 215 Glasgow Street, spoke in opposition of this item. <br /> <br />3. Cathy Revell, 422 Crawford Street, spoke in support of this item. <br /> <br />4. Mark Geduldig-Yatrofsky, 363 Middle Street, spoke in support of this item. <br /> <br />5. David Radcliff, 422 Crawford Street, spoke in support of this item. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Psimas, to concur with the <br />recommendation of the Planning Commission that CA-05-02 be approved on first <br />reading with an amendment restricting zoning ordinance to owner occupied dwellings, <br />and was adopted by unanimous vote. <br />
