<br />November 22. 2005 <br /> <br />Next Steps Following Council Action: <br />. The Chief of Police or his designee will provide grant management and oversight. <br /> <br />Motion by Mr. Heretick, and seconded by Ms. Randall, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ACCEPTING A VIRGINIA DEPARTMENT OF MOTOR VEHICLES <br />GRANT IN THE AMOUNT OF $20,000 AND APPROPRIATING SAID AMOUNT IN <br />THE 2005-2006 GRANTS FUND FOR USE BY THE PORTSMOUTH POLICE <br />DEPARTMENT FOR ENFORCEMENT OF DRIVING UNDER THE INFLUENCE (DUI), <br />SPEEDING AND OCCUPANT PROTECTION LAWS." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />05 - 533 - Adoption of an ordinance to accept $2,200 from the Virginia Department of <br />Emergency Management and to appropriate this same amount to the Department of <br />Fire, Rescue and Emergency Services for the City's Hazardous Materials Emergency <br />Preparedness Program. There is no City cash match required, and a $550 in-kind <br />match will be provided. Vision Principle: Neighborhood and Community <br />Transformation. <br /> <br />Background: <br />. The City applied for grant funding to support a hazardous materials emergency <br />preparedness exercise as planned by the Portsmouth Local Emergency Planning <br />Committee/Citizens Corps Council (LEPC/CCC). <br />. The exercise was planned and conducted on Monday, November 7,2005 at the <br />former Hunt Mapp Middle School on Willett Drive. <br />. The exercise scenario included students from Commonwealth Challenge in <br />Virginia Beach who "experienced a chemical release in the science lab" that required an <br />emergency response. Portsmouth CERT Team members, LEPCCC members, <br />Maryview Medical Center, the Salvation Army and our own emergency response teams <br />participated in the exercise. <br /> <br />Discussion: <br />. The City received funding to support expenses related to the exercise scenario <br />including a smoke machine, moulage kit (for simulating injuries) and other related <br />medical supply items. <br />. Financial Impact: The City will receive $2,200 in cash for the exercise and <br />must provide $550 through an in-kind match. This match will be primarily met through <br />portions of the salaries of the Emergency Deputy Coordinator (Battalion Chief), Deputy <br />Fire Chief, Emergency Management Planner and Fire Captain and miscellaneous <br />supplies. <br /> <br />Staff Recommends: <br />Adoption of an ordinance to accept $2,200 from the Virginia Department of Emergency <br />Management and to appropriate this same amount to the Department of Fire, Rescue <br />and Emergency Services for the City's Hazardous Materials Emergency Preparedness <br />Program. There is no City cash match required, and a $550 in-kind match will be <br />provided. Fire Department will acquire materials to replace those utilized for the exercise. <br /> <br />Motion by Mr. Whitehurst, and seconded by Ms. Psi mas, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ACCEPTING A VIRGINIA DEPARTMENT OF EMERGENCY <br />MANAGEMENT GRANT IN THE AMOUNT OF $2,200 AND APPROPRIATING SAID <br />AMOUNT IN THE 2005-2006 GRANTS FUND FOR USE BY THE DEPARTMENT OF <br />FIRE, RESCUE, AND EMERGENCY SERVICES IN A HAZARDOUS MATERIALS <br />EXERCISE." <br />
