<br />November 8. 2005 <br /> <br />At a Regular Meeting of the City Council on Tuesday, November 8, 2005, <br />there were present: <br /> <br />Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst, <br />Sr., Marlene W. Randall, Stephen E. Heretick, Elizabeth M. Psimas, Ray A. Smith, Sr., <br />City Manager James B. Oliver, Jr., City Attorney G. Timothy Oksman. <br /> <br />Reverend Rob Edwards, opened the meeting with prayer, which was followed <br />by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br />Motion by Mr. Whitehurst, and seconded by Ms. Randall, to approve the <br />minutes of a Called Meeting on October 10, 2005, of a Called Meeting on October 11, <br />2005, and of a Regular Meeting on October 11, 2005 and was adopted by unanimous <br />vote. <br /> <br />05 - 489 - Presentations: <br /> <br />. Mayor Holley spoke on his attendance to the Design Institute Conference. <br /> <br />. Proclamation presented to Susan Smith for "Prematurity Awareness Month." <br /> <br />. Presentation of a defibrillator, by Richard Hanson and John Stone, to the City of <br />Portsmouth. <br /> <br />. Special presentation of framed artwork, by Dan Aston, to the City of Portsmouth. <br /> <br />. Presentation of special lapel pins to newly appointed Board and Commission <br />members. <br /> <br />- Public Hearing - <br /> <br />05 - 490 - Public hearing on rezoning and use permit applications: <br /> <br />(a) Z-05-10 <br /> <br />HODGES MANOR NEIGHBORHOOD - Hoggard/Eure Associates, <br />P.C., requests a rezoning at 3715 Airline Boulevard from residential <br />single-family, RS-150 to residential multi-family, RM-75-K <br />(Conditional) to develop 32 residential condominiums. Vision <br />Principle: Neighborhood and Community Transformation. The <br />Comprehensive Plan recommends low to medium-density single- <br />family development. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Whitehurst, to accept the applicant's <br />letter of withdrawal of Z-05-1 0, and was adopted by unanimous vote. <br /> <br />(b) UP-05-31 <br /> <br />CAVALIER MANOR NEIGHBORHOOD - Jerome L. Williams <br />requests a use permit to establish a religious based day care/child <br />enrichment center at 403 Rapidan Street. Vision Principle: <br />Lifelong Learning Community. The Comprehensive Plan <br />recommends low to medium density single-family development. <br /> <br />Motion by Mr. Whitehurst, and seconded by Ms. Randall, to concur with the <br />recommendation of the Planning Commission that UP-05-31 be approved on first <br />reading, and was adopted by unanimous vote. <br /> <br />- Speakers Forum - <br /> <br />05 - 491 <br /> <br />Public Comment (Agenda/Non-Agenda). <br /> <br />1. Reverend Philip Parker, 5045 South Link Circle, Suffolk, spoke on the rich Naval <br />history of Portsmouth and suggested it be made a part of tourism. <br />
