November 8. 2005 At a Regular Meeting of the City Council on Tuesday, November 8, 2005, there were present: Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst, Sr., Marlene W. Randall, Stephen E. Heretick, Elizabeth M. Psimas, Ray A. Smith, Sr., City Manager James B. Oliver, Jr., City Attorney G. Timothy Oksman. Reverend Rob Edwards, opened the meeting with prayer, which was followed by the Pledge of Allegiance to the Flag. Mayor Holley called the meeting to order and welcomed all in attendance. Motion by Mr. Whitehurst, and seconded by Ms. Randall, to approve the minutes of a Called Meeting on October 10, 2005, of a Called Meeting on October 11, 2005, and of a Regular Meeting on October 11, 2005 and was adopted by unanimous vote. 05 - 489 - Presentations: . Mayor Holley spoke on his attendance to the Design Institute Conference. . Proclamation presented to Susan Smith for "Prematurity Awareness Month." . Presentation of a defibrillator, by Richard Hanson and John Stone, to the City of Portsmouth. . Special presentation of framed artwork, by Dan Aston, to the City of Portsmouth. . Presentation of special lapel pins to newly appointed Board and Commission members. - Public Hearing - 05 - 490 - Public hearing on rezoning and use permit applications: (a) Z-05-10 HODGES MANOR NEIGHBORHOOD - Hoggard/Eure Associates, P.C., requests a rezoning at 3715 Airline Boulevard from residential single-family, RS-150 to residential multi-family, RM-75-K (Conditional) to develop 32 residential condominiums. Vision Principle: Neighborhood and Community Transformation. The Comprehensive Plan recommends low to medium-density single- family development. Motion by Mr. Moody, and seconded by Mr. Whitehurst, to accept the applicant's letter of withdrawal of Z-05-1 0, and was adopted by unanimous vote. (b) UP-05-31 CAVALIER MANOR NEIGHBORHOOD - Jerome L. Williams requests a use permit to establish a religious based day care/child enrichment center at 403 Rapidan Street. Vision Principle: Lifelong Learning Community. The Comprehensive Plan recommends low to medium density single-family development. Motion by Mr. Whitehurst, and seconded by Ms. Randall, to concur with the recommendation of the Planning Commission that UP-05-31 be approved on first reading, and was adopted by unanimous vote. - Speakers Forum - 05 - 491 Public Comment (Agenda/Non-Agenda). 1. Reverend Philip Parker, 5045 South Link Circle, Suffolk, spoke on the rich Naval history of Portsmouth and suggested it be made a part of tourism.
