<br />September 27, 2005 <br /> <br />At a Regular Meeting of the City Council on Tuesday, September 27, 2005, <br />there were present: <br /> <br />Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst, <br />Sr., Marlene W. Randall, Stephen E. Heretick, Elizabeth M. Psimas, Ray A. Smith, Sr., <br />City Manager James B. Oliver, Jr., City Attorney G. Timothy Oksman. <br /> <br />Reverend Dr. John O. Agbaje, opened the meeting with prayer, which was <br />followed by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br />Motion by Mr. Whitehurst, and seconded by Ms. Randall, to approve the <br />minutes of a Called Meeting on September 12, 2005, of a Called Meeting on <br />September 13, 2005, of a Regular Meeting on September 13, 2005, and of a Called <br />Meeting on September 20, 2005, and was adopted by unanimous vote. <br /> <br />05 - 434 - Presentations: <br /> <br />. Proclamation presented to Amber Whitaker for "Safety in the Streets Day." <br /> <br />. Proclamation presented to Reverend Dr. Robert Baker for "Prostate Cancer <br />Awareness Month." <br /> <br />. Presentation of special lapel pins to newly appointed Board and Commission <br />members. <br /> <br />. Reading of letter inviting Mayor Holley to the 36th National Session of the Institute <br />for Mayors on City Design. <br /> <br />- Public Hearing - <br /> <br />05 - 435 - Public hearing on code amendment and rezoning applications: <br /> <br />(b) Z-05-12 <br /> <br />WESTBURY NEIGHBORHOOD - The Portsmouth Redevelopment <br />and Housing Authority requests a rezoning of property bounded by <br />King, Armstrong, County and Twine Streets, from downtown <br />industrial, D-2-1 and downtown commercial, D-2-C to downtown <br />residential, D-2-R for multi-family development. Vision Principle: <br />Neighborhood and Community Transformation. The <br />Comprehensive Plan recommends mixed-use development. <br /> <br />Motion by Mr. Whitehurst, and seconded by Ms. Psi mas, to concur with the <br />recommendation of the Planning Commission that Z-05-12 be approved on first reading <br />and was adopted by unanimous vote. <br /> <br />(c) Z-05-13 <br /> <br />WESTHAVEN NEIGHBORHOOD - The Vision Group requests a <br />rezoning at 3820 King Street and 3810 Louisa Avenue from <br />residential single-family, RS-75 and residential multi-family <br />conditional, RM-75-K to residential multi-family conditional, <br />RM-75-K to develop 23 residential townhouses. Vision Principle: A <br />Robust and Prospering Economy. The Comprehensive Plan <br />recommends low to medium-density single-family development. <br /> <br />1. G. Ralph Davis, Jr., 500 Louisa Avenue, spoke in opposition to this item. <br /> <br />2. Arvel McReady, 3605 Western Branch Blvd., spoke in opposition to this item. <br /> <br />3. Kenneth Sisk, 2636 Christopher Farms Dr., Virginia Beach, spoke in support of this <br />item. <br /> <br />4. Sandra Johnston, 4507 Griffin Street, spoke in support of this item. <br />
