<br />AUQust 23. 2005 <br /> <br />Background: <br />. The City submitted a grant application to the USEPA for $626,800 in July 2004 <br />for the Prentis Park Neighborhood Water and Sewer Rehabilitation Project. <br />. The City received a grant award of $241 ,000 in September 2004, with the <br />understanding that the remaining federal share of $385,800 may be awarded in federal <br />Fiscal Year 2005. <br />. The City is currently conducting a Study and Report Phase in the Prentis Park <br />neighborhood. This study involves a full neighborhood survey, videotaping of sewer <br />mains, and research to evaluate the condition of the existing utilities. The results of this <br />evaluation will be the basis of recommendations for design of the proposed utilities, and <br />will be summarized in an engineering report. <br /> <br />Discussion: <br />. Financial Impact: This $385,800 grant will replace department funding for this <br />project that was already appropriated in the adopted CIP Budget for FY 2005-2006. <br />. The estimated cost of the planning, engineer investigation and design is <br />approximately $1.14 million. The estimated cost for the replacement of water and <br />sanitary sewer systems in Prentis Park is in excess of $11 million and construction <br />would be phased in over several years. <br /> <br />Staff Recommends: <br />Adoption of a Ordinance authorizing the City Manager to accept an assistance <br />amendment in the amount of $385,000 from the US Environmental Protection Agency <br />(USEPA), and to appropriate the same amount in the Public Utilities Capital <br />Improvements Fund in support of the Prentis Park Neighborhood Water and Sewer <br />Rehabilitation Project. Vision Principle: Neighborhood and Community Transformation. <br /> <br />Next Steps Following Council Action: <br />. The City Manager will execute the assistance amendment on behalf of the City. <br />. The Department of Public UtilitieslWorks will oversee this amendment to the <br />grant and the Prentis Park Water & Sewer Rehabilitation Project. <br /> <br />Motion by Mr. Heretick, and seconded by Ms. Randall, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $385,000 FROM THE <br />UNITED STATES ENVIRONMENTAL PROTECTION AGENCY AND <br />APPROPRIATING SAID AMOUNT IN THE PUBLIC UTILITIES CAPITAL <br />IMPROVEMENT FUND FOR PRENTIS PARK NEIGHBORHOOD WATER AND <br />SEWER IMPROVEMENTS." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Whitehurst, Holley <br />Nays: None <br /> <br />05 - 387 - Adoption of an ordinance to create a Community Development Authority <br />(CDA) and a CDA District for New Port. Vision Principles: Bold New Directions, a <br />Robust and Prospering Economy, and Neighborhood and Community Transformation. <br /> <br />Background: <br />. New Port will be a planned residential community. Various infrastructure <br />improvements are to be funded by bonds issued by a CDA. The bonds will be repaid <br />by special assessments against properties within the CDA, at no cost to the City. The <br />developer has determined that the CDA will greatly enhance the successful <br />development of the project, as well as permitting enhancements to quality, at no cost to <br />the City. <br /> <br />Discussion: <br />. The CDA will be created pursuant to state law. <br />. It will be an independent political subdivision of the Commonwealth. <br />. Directors of the CDA will be appointed by City Council. <br />. Financial Impact: there will be no material cost to the City. There will be <br />substantial indirect financial benefits, in the nature of taxes from the successful <br />development of New Port. <br />
