Vision Principle: Community and Neighborhood <br />Transformation. The Comprehensive Plan recommends mixed- <br />use development. <br /> <br />Motion by Ms. Randall, and seconded by Mr. Whitehurst, to concur with the <br />recommendation of the Planning Commission that UP-05-19 be approved on first <br />reading, and was adopted by unanimous vote. <br /> <br />(d) S-05-04 <br /> <br />PRENTIS PARK/BRIGHTON NEIGHBORHOOD - Ordinance <br />granting the request of the City of Portsmouth, 2-E, LLC, and <br />Spartacus, LLC a street closure for an unnamed street located off <br />Frederick Boulevard. Vision Principle: A Robust and Prospering <br />Economy. The Comprehensive Plan recommends commercial <br />development. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Psi mas, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"AN ORDINANCE CLOSING AND VACATING AN UNNAMED STREET LOCATED <br />AT THE EASTERN RIGHT OF WAY LINE OF FREDERICK BOULEVARD NEAR THE <br />INTERSECTION WITH BAGLEY STREET." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />05-337 <br /> <br />- Unfinished Business - <br /> <br />Adoption of an ordinance to eliminate the current criminal prohibition <br />against tattooing and to establish a procedure for the issuance of health <br />permits by the Health Department to body art establishments. Deferred <br />from the July 26, 2005 City Council meeting. Vision Principle: Bold New <br />Directions. <br /> <br />'" The following is a statement from City Clerk Debra White: <br /> <br />You will adopt an ordinance to eliminate the current criminal prohibition against <br />tattooing on tonight. <br /> <br />Council on August 23, 2005, will consider an ordinance to establish a procedure for <br />the issuance of health permits by the Health Department will come forward. <br /> <br />The Director of the Public Health Dr. Lindsay, The City Attorney, Dr. Patton with <br />consultation from the Attorney General's Office has been working on this language to <br />be included in the procedures. The Office of the Attorney General (AG) has asked for <br />more time to review the procedures. <br />
