<br />At a Regular Meeting of the City Council on Tuesday, August 9, 2005,
<br />there were present:
<br />
<br />Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst,
<br />Sr., Marlene W. Randall, Stephen E. Heretick, Elizabeth M. Psimas, Ray A. Smith, Sr.,
<br />City Manager James B. Oliver, Jr., City Attorney G. Timothy Oksman.
<br />
<br />Reverend Marcus D. Brown, Sr., opened the meeting with prayer, which was
<br />followed by the Pledge of Allegiance to the Flag.
<br />
<br />Mayor Holley called the meeting to order and welcomed all in attendance.
<br />
<br />Motion by Mr. Whitehurst, and seconded by Ms. Randall, to approve the
<br />minutes of a Called Meeting on July 25, 2005, of a Called Meeting on July 26, 2005,
<br />and of a Regular Meeting on July 26, 2005, and was adopted by unanimous vote.
<br />

<br />. Presentation by Madam Annette M'Baye d'Ernevelle of a letter from the Mayor of
<br />Goree Island, Senegal.
<br />
<br />. Presentation of special lapel pins to newly appointed Board and Commission
<br />members.

<br />Joint public hearing with the Portsmouth Redevelopment and Housing
<br />Authority to consider the proposed Plan Amendment to the Park View
<br />Conservation and Redevelopment Plan and the proposed Plan
<br />Amendment to the Crawford Conservation and Redevelopment Plan.
<br />
<br />The following spoke in opposition to the Park View Conservation and Redevelopment
<br />Plan:

<br />
<br />SIMONSDALE NEIGHBORHOOD - Robert Barclay, agent for
<br />Lonnie Parker, requests a rezoning at 300 Cherokee Road from
<br />general commercial, C-1-K (conditional) to general commercial,
<br />C-1-K (conditional) to amend the proffers to allow 22 children at
<br />the existing day care. Vision Principle: A Robust and Prospering
<br />Economy. The Comprehensive Plan recommends single-family
<br />residential development.

<br />

<br />Motion by Mr. Heretick, and seconded by Ms. Psimas, to concur with the
<br />recommendation of the Planning Commission that Z-05-08 be approved on first
<br />reading, and was adopted by unanimous vote.
