<br />July 26. 2005 <br /> <br />05 - 334 - Adoption of an ordinance to appropriate $87,092 from the Crime Analysis <br />Grant Program to the Portsmouth Police Department for continued operations of the <br />program. A $21,773 City cash match required. Vision Principle: Neighborhood and <br />Community Transformation. <br /> <br />Background: <br />. The Portsmouth Police Department has received grant funding from the <br />Department of Criminal Justice Services to update and enhance the crime analysis <br />function to include current methodology and procedures for incident-based crime data <br />analysis. <br />. Currently there is minimal support for tactical units and strategic administrative <br />planning. <br /> <br />Discussion: <br /> <br />. The proposed crime analysis program will interface the current criminal record <br />management system (RMS) and computer-aided dispatch (CAD) database with a <br />geographic information system (GIS). The program will use in-house GIS expertise to <br />develop a desktop crime analysis application. This application will include user-friendly <br />query and output interfaces, import functions for data incorporation and statistical <br />assessment methodologies. <br /> <br />. The planned interface will be used to perform spatial and temporal trend <br />analyses, along with meaningful, understandable reports for both internal and external <br />use. This application, in conjunction with staff training, will further develop the crime <br />analysts' skills and expertise, as well as improve the efficiency required for analyses. <br />. Financial Impact: The grant amount is $65,319 of Federal funds and $21,773 of <br />local cash match, for a total of $87,092. <br /> <br />Staff Recommends: <br />Adoption of an ordinance to appropriate $87,092 from the Crime Analysis Grant <br />Program to the Portsmouth Police Department for continued operation of the program. <br />A $21,773 City cash match required. Vision Principle: Neighborhood and Community <br />Transformation. <br /> <br />Next Steps Following Council Action: <br />. The Chief of Police maintains the responsibility of overseeing the Crime Analysis <br />Program. <br />. Police Department will begin implementation of the program by hiring data entry <br />person and researching/purchasing equipment and software. <br />. Equipment and software will be purchased to upgrade the crime analysis unit. <br /> <br />Motion by Ms. Randall, and seconded by Mr. Heretick, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ACCEPTING A COMMONWEALTH OF VIRGINIA DEPARTMENT OF <br />CRIMINAL JUSTICE SERVICES GRANT IN THE AMOUNT OF $65,319 AND <br />APPROPRIATING $87,092 IN THE GRANTS FUND OPERATING BUDGET FOR <br />IMPROVEMENTS TO THE POLICE DEPARTMENT'S CRIME ANALYSIS <br />FUNCTION." <br /> <br />Ayes: Heretick, Moody, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />05 - 335 - Adoption of an ordinance to appropriate $530,163 from the Virginia <br />Department of Criminal Justice Services to Portsmouth Community Corrections and <br />Pretrial Services to provide local offender and defendant services in the City of <br />Portsmouth. Vision Principle: Neighborhood and Community Transformation. <br /> <br />Background: <br />. The Community Corrections & Pretrial Services Program has been funded by the <br />state since 1995. It is a diversion from incarceration program. <br />. This state funding allows the City to provide quality supervision to non-violent <br />offenders and defendants in the community, and it directly impacts the jail population. <br />
