januarys25, 1994 <br /> At a RegUlar Meeting of ~the City Council held on Tuesday, <br />JanUary 25, 1994, ~here were present: <br /> <br /> Vice Mayor Lee E. King, Johnny M. clemons, John H. <br />!Epperson, Bernard D. Griffin, Sr., Cameron C. Pitts, V. Wayne <br />Orton, City Manager, Stuart E. Katz, City Attorney. <br /> <br />Absent: Mayor Gloria O. Webb and Councilman James C. Hawks <br /> <br /> Reverend Phillip Parker, Calvary Baptist Church, opened the <br />meeting with prayer which was followed by the Pledge of <br />Allegiance to the Flag. <br /> <br /> Vice Mayor King called the meeting to order and welcomed <br />all in attendance. <br /> <br /> Motion of Mr. Clemons, and seconded by Mr. Pitts, the <br />minutes of a Called Meeting on January 6, 1994; a Called Meeting <br />on January 10, 1994; a Regular Meeting on January 10, 1994: a <br />Called Meeting on January 11, 1995; and a Regular Meeting on <br />January 11, 1994, to be approved, and was adopted and by <br />unanimous vote. <br /> <br />94-24 - There were no presentations of special lapel pins to <br />newly appointed Boards and Commissions members. <br /> <br />94-25 - Non-Agenda Speakers <br /> <br />1. David Sanford, 2900 Turnpike Road, President of the I.C. <br />Norcom Alumni Association, spoke on the construction and future <br />site of Norcom High School. <br /> <br />2. Helen Person, 1314 Green Street, spoke on lead in Washington <br />Park. <br /> <br />3. Cecelia High, 1301 Green Street, spoke on lead in Washington <br />Park. <br /> <br />PUBLIC HEARINGS <br /> <br />94-26 - Public Hearing for exemption from taxation application <br />on behalf of Oasis: Commission on Social Ministry of Portsmouth <br />and Chesapeake. <br /> <br />Rose Finan, 443 Maryland Avenue, spoke in favor of the <br />application. <br /> <br />CITY MANAGER'S REPORT - <br /> <br />94r27 Letter from the City Manager recommending adoption of an <br />ordinance to appropriate $100,000 from the Capital Improvements <br />Fund for completion of design plans for the addition to the City <br />Jail. <br /> <br /> "In the Capital Improvement Plan for this year, funds are <br />identified for completion of design plans for the addition to <br />the City Jail. This project includes expansion of the kitchen <br />and visiting areas on the first floor, 70-bed dormitory type <br />housing unit on the second floor, a rooftop recreation area, and <br />a library at the third floor level. <br /> <br /> Preliminary design began on this project in March 1991 by <br />the firm of Williams, Tazewell and Associates, however, this <br />work was suspended due to a lack of adequate funding. The <br />Director of Public Works recommends the appropriation of <br />$100,000 in order to complete this work as additional funds are <br />now available. <br /> <br /> <br />
