<br />June 14. 2005 <br /> <br />At a Regular Meeting of the City Council on Tuesday, June 14, 2005, <br />there were present: <br /> <br />Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst, <br />Sr., Marlene W. Randall, Stephen E. Heretick, Elizabeth M. Psimas, Ray A. Smith, Sr., <br />Interim City Manager James B. Oliver, Jr., City Attorney G. Timothy Oksman. <br /> <br />Councilman Ray A. Smith opened the meeting with prayer, which was followed <br />by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br />Motion by Mr. Whitehurst, and seconded by Ms. Randall, to approve the <br />minutes of a Called Meeting on May 23, 2005, a Called Meeting on May 24, 2005, and <br />a Regular Meeting on May 24, 2005, and was adopted by unanimous vote. <br /> <br />. Councilman Whitehurst spoke on Flag Day, March of Dimes and announced the <br />Mayor's Cup Blood Drive. <br /> <br />05 - 258 - Presentations: <br /> <br />. Proclamation presented to David Griffin for "TodiMusicFest Month." <br /> <br />. Presentation of a Key to the City to Madison Rhoads, "Little Miss Portsmouth <br />2005." <br /> <br />- Public Hearing - <br /> <br />05 - 259 <br /> <br />Public hearing on a proposed Rental Inspection Ordinance and Rental <br />Inspection Districts pursuant to Section 36-105.1: 1 of the Code of <br />Virginia. This ordinance will establish a rental inspection program <br />applicable to rental dwelling units located in certain rental inspection <br />districts. <br /> <br />1. Martha Ann Creecy, 317 Dinwiddie Street, spoke on this item. <br /> <br />05 - 260 - Public hearing on use permit and code amendment applications: <br /> <br />(a) UP-05-05 <br /> <br />DOWNTOWN CORRIDOR - Michael Billips requests <br />permit to operate a repair facility at 2401 Turnpike Road. <br />Principle: A Robust and Prospering Economy. <br />Comprehensive Plan recommends industrial development. <br /> <br />a use <br />Vision <br />The <br /> <br />Motion by Mr. Whitehurst, and seconded by Ms. Psi mas, to concur with the <br />recommendation of the Planning Commission that UP-05-05 be approved on first <br />reading, and was adopted by a unanimous vote. <br /> <br />(b) UP-05-12 <br /> <br />HIGHLANDS NEIGHBORHOOD - The Country Favorites <br />Restaurant, Inc. is requesting a use permit to change from an <br />eating establishment to a restaurant at their current facility at <br />3940 George Washington Highway. Vision Principle: A Robust <br />and Prospering Economy. The Comprehensive Plan <br />recommends commercial development. <br /> <br />Motion by Ms. Psi mas, and seconded by Mr. Whitehurst, to concur with the <br />recommendation of Planning Commission that UP-05-12 be approved on first reading, <br />and was adopted by a unanimous vote. <br /> <br />(c) UP-05-13 <br /> <br />DOWNTOWN CORRIDOR - Carlene McFarland requests a use <br />permit to operate a crafts/gift store at 510 Middle Street. Vision <br />Principle: A Robust and Prospering Economy. The <br />Comprehensive Plan recommends commercial use. <br />
