<br />June 14. 2005 <br /> <br />05 - 264 - Adoption of an ordinance to appropriate $2,000 from the Virginia <br />Department of Emergency Management to the Portsmouth Department of Fire, <br />Rescue and Emergency Services, in order to conduct a Local Capability Assessment <br />for Readiness (LCAR) as required by the Code of Virginia. Vision Principle: Robust <br />and Prospering Economy & Neighborhood and Community Transformation. <br /> <br />Background: <br />. The Virginia Emergency Services and Disaster Laws of 2000, as amended (Code <br />Section 44-146.19 paragraph F of the Code of the State of Virginia), require that all <br />political subdivisions provide an annually updated emergency management <br />assessment to the State Coordinator of Emergency Management. <br />. The City selected the firm of Tectonic to prepare the initial assessment in July of <br />2004. <br />. Many improvements have occurred since that time as a result of the assessment. <br /> <br />Discussion: <br />. Approval of this item will provide for this year's update of the LCAR and submission <br />by July 1, 2005. <br />. The City has been working on the areas of improvement as recommended in the <br />initial assessment. <br />. Additionally, the City is in the process of finishing the construction of the new <br />location for the Emergency Operation Center, which will greatly enhance its response <br />to emergencies and disasters. <br />. Financial Impact: These funds are provided by the Virginia Department of <br />Emergency Management - there is no local match required. <br /> <br />Recommended Action: <br />Adoption of an ordinance to appropriate $2,000 from the Virginia Department of <br />Emergency Management to the Portsmouth Department of Fire, Rescue and <br />Emergency Services, in order to conduct a Local Capability Assessment for Readiness <br />(LCAR) as required by the Code of Virginia. The updated assessment as required by State law will be submitted by the <br />July 1,2005 deadline. <br /> <br />The City will continue to work on areas of improvement as identified in the <br />assessment. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Whitehurst, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"AN ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $2,000 FROM THE <br />VIRGINIA DEPARTMENT OF EMERGENCY MANAGEMENT AND APPROPRIATING <br />A LIKE AMOUNT IN THE FY 2004-2005 GRANTS FUND OPERATING BUDGET FOR <br />THE LOCAL CAPABILITY ASSESSMENT FOR READINESS (LCAR)." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />05 - 265 - Adoption of an ordinance to appropriate $33,320 from the Business <br />Consortium for the Arts to Portsmouth Museums for exhibits and programming at the <br />Courthouse Galleries. Vision Principle: Neighborhood and Community <br />Transformation. <br /> <br />Background: <br />. This grant is for exhibits, programs and associated expenses for the Courthouse <br />Galleries during FY 2005-2006. <br />. The Courthouse Galleries is a non-collecting museum that is devoted to offering <br />quality educational, cultural and aesthetic experiences in the arts and humanities <br />through rotating visual arts exhibits, lectures, classes and performances. All support for <br />exhibits and programs comes from grants, donations and memberships. <br />
