Tony Jones, 4614 Greenwood Drive, spoke in support of this item. <br /> <br />Motion by Ms. Randall, and seconded by Mr. Heretick, to concur with the <br />recommendation of the Planning Commission that UP-04-18 be approved on first <br />reading with a request that a representative of Reverend Chase and a representative <br />of the Olde Towne South Community League meet, confer in good faith to reach an <br />agreement before the June 14, 2005 City Council meeting, and was adopted by a <br />vote of 4-2 (Whitehurst, Holley). <br /> <br />- City Manager's Report - <br /> <br />05 - 241 - Adoption of an ordinance to amend the FY05 General Fund Operating <br />Budget by increasing both expenditure appropriations and recovered cost revenue <br />from the State Compensation Board in the amount of $160,000 to fund additional <br />operating costs and an actuarial study by the Virginia Retirement System (VRS) for <br />the Sheriff's Office. Vision Principle: Neighborhood and Community Transformation. <br /> <br />These funds will provide for an actuarial study by the VRS to determine <br />the cost of moving sworn officer deputies from the regular VRS retirement <br />plan to the VRS-LEOS retirement plan for law enforcement officers. Funds <br />are also included for a special allowance of $1,000 to reimburse 159 sworn <br />officer deputies for various work-related expenses incurred during the year. <br /> <br />Background: <br />. Sworn officer deputies in the Sheriff's office pay for various work-related expenses <br />for which they are not reimbursed. <br />. A total of $159,000 is requested to fund a special allowance of $1,000 to <br />reimburse 159 sworn officer deputies in the Sheriff's office for various work-related <br />expenses incurred during the year. <br />. Additionally, the current Virginia Retirement System (VRS) plan does not cover <br />law enforcement officers, and the Sheriff has requested an actuarial study to <br />determine the cost of moving sworn officer deputies into the VRS-LEOS (Law <br />Enforcement Officers System) retirement plan. <br />. A total of $1,000 is requested to fund an actuarial study by the Virginia <br />Retirement System to move sworn officer deputies in the Sheriff's office from the <br />regular VRS retirement plan to the VRS-LEOS retirement plan for law enforcement <br />officers. <br /> <br />Discussion: <br />. This item will contribute to City Council's vision principle of Neighborhood and <br />Community Transformation through the contributions of the Sheriff's deputies. <br />. Financial Impact: The total additional cost to fund both operating needs is <br />$160,000. This request involves no funding from the City of Portsmouth, but rather, <br />reimbursement coming from the State Compensation Board to cover these additional <br />operating expenses. <br />. This item will contribute to City Council's vision principle of Neighborhood and <br />Community Transformation. <br /> <br />Recommended Action: Adoption of an ordinance to amend the FY-05 General Fund <br />Operating Budget by increasing both expenditure appropriations and recovered cost <br />revenue from the State Compensation Board to fund additional operating costs in the <br />Sheriff's Office. <br /> <br />Next Steps Following Council Action: <br />. The Sheriff will administer the distribution of the funds to the deputies. <br />. When the actuarial study is received from VRS, an assessment of the affordability <br />of moving employees to the VRS-LEO system will be made. <br />
