<br />May 24.2005 <br /> <br />At a Called Meeting of the City Council on Tuesday, May 24, 2005, there were <br />present: <br /> <br />*Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst, <br />Sr., Marlene W. Randall, Stephen E. Heretick, Elizabeth M. Psimas, Interim City <br />Manager James B. Oliver, Jr., City Attorney G. Timothy Oksman. <br /> <br />05 -236 - The following call for the meeting was read: <br /> <br />"Please attend a Called Meeting of the City Council to be held in the 6th Floor <br />Conference Room, 801 Crawford Street, 6th floor, 5:00 p.m., Tuesday, May 24, 2005 <br />for the purpose of a Public Work Session. <br /> <br />In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />05 - 237 - The following items were discussed in Public Work Session: <br /> <br />1. Commission of Architectural Review Appeal - 51 Riverview Avenue <br /> <br />The applicant requested that her appeal of the decision of the Commission of <br />Architectural Review Appeal (CAR) be withdrawn. <br /> <br />Motion by Mr. Whitehurst, and seconded by Ms. Randall, to accept the <br />applicant's withdrawal, and was adopted by a unanimous vote. <br /> <br />2. Weed and Seed Program Update - Anne Lyons/Jennifer Adams <br /> <br />3. nTelos Pavilion Update - Ken Wheeler <br /> <br />4. Maritime Summit - Steven Lynch <br /> <br />5. Transportation/HRT Update <br /> <br />05 - 238 - Motion by Ms. Psi mas, and seconded by Mr. Heretick, to go into Closed <br />Meeting pursuant to provisions of Section 2.2-3711 (A) of the Code of Virginia, to <br />discuss: <br /> <br />personnel matters and appointments to boards and commissions, as per <br />subsection 1; and <br /> <br />the possible sale of publicly owned real properly, as per subsection 3. <br /> <br />The subject matter of the meeting includes personnel matters, appointments of <br />citizens to boards and commissions, and the possible sale of publicly owned real <br />property in the downtown area of the City. <br /> <br />The purpose of the meeting is to permit frank and confidential discussion of <br />personnel and appointments, and also to discuss real estate negotiating strategy. <br /> <br />The motion was adopted by unanimous vote. <br /> <br />Motion by Mr. Whitehurst, and seconded by Mr. Moody, pursuant to Section <br />2.2-3712(D) of the Code of Virginia, certifying that to the best of the Council Members' <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br />requirements by the Virginia Freedom of Information Act, and <br />
