<br />April 26. 2005 <br /> <br />At a Regular Meeting of the City Council on Tuesday, April 26, 2005, <br />there were present: <br /> <br />Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst, <br />Sr., Marlene W. Randall, Stephen E. Heretick, Elizabeth M. Psimas, Ray A. Smith, Sr., <br />Interim City Manager James B. Oliver, Jr., City Attorney G. Timothy Oksman. <br /> <br />Reverend Dwayne Moore, Pastor, First Pentecostal Holiness Church opened <br />the meeting with prayer, which was followed by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br />Motion by Mr. Whitehurst, and seconded by Ms. Randall, to approve the <br />minutes of a Called Meeting on April 7, 2005, a Called Meeting on April 11, 2005, <br />a Called Meeting on April 12, 2005, a Regular Meeting on April 12, 2005, and a Called <br />Meeting on April 13, 2005, and was adopted by unanimous vote. <br /> <br />05 - 197 - Presentations: <br /> <br />. Proclamation presented to Judge Johnny Morrison for "National Drug Court <br />Month." <br /> <br />. Proclamation presented to Reynold W. Jordan for "Foster Care Month." <br /> <br />. Proclamation presented to Karl Little for "Special Olympics Day." <br /> <br />. Proclamation presented to for "Portsmouth Christian School Cheerleader's Days." <br /> <br />. Special presentation to Portsmouth Public Schools of proceeds from the Mayor's <br />Benefit Ball. <br /> <br />- Public Hearing - <br /> <br />05 - 198 - Public hearing on the recommended 2006-2010 Capital Improvement Plan. <br /> <br />1. Martin Hill, 101 Lamper Road, spoke in support of this item and requested funding <br />for Portsmouth Soccer Club. <br /> <br />05 - 199 - Public hearing on proposed rates and levies. <br /> <br />1. Ray Walsh, 4303 Heron Point, spoke in opposition to this item. <br /> <br />05 - 200 - Public hearing on the City's Operating Budget for Fiscal Year ending <br />June 30, 2006. <br /> <br />1. Lisa Vexler, 719 Hunter Quay, Chesapeake, spoke in support of this item. <br /> <br />2. Leo "Buddy" Sharpe, 1 Guardian Court, spoke in support of a Career Officer <br />Program for the Police Department. <br /> <br />3. Bryant Honeycutt, 417 County Street, spoke in support of a Career Officer <br />Program for the Police Department. <br /> <br />4. Scott Agee, 417 County Street, spoke in support of a Career Officer Program for <br />the Police Department. <br /> <br />5. Gary Reid, 5627 Rivermill Circle, spoke in support of a Career Officer Program for <br />the Police Department. <br /> <br />6. Don Butler, 4772 Schooner Boulevard, spoke in support of a Career Officer <br />Program for the Police Department. <br />
