<br />April 12. 2005 <br /> <br />"A RESOLUTION PROVIDING FOR A RECODIFICATION OF THE CODE OF THE <br />CITY OF PORTSMOUTH. <br /> <br />WHEREAS, the Code of the City of Portsmouth (the "City Code") has not had a <br />comprehensive review and revision, sometimes referred to as a recodification, since <br />1988; and <br /> <br />WHEREAS, the City Code in its present form contains numerous provisions <br />that are outdated, or difficult for the public to understand, or in need of revision for <br />other reasons; <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia, that the City Attorney and the City Clerk are directed to <br />commence and to propose for Council's consideration a recodification of the City <br />Code, as follows: <br /> <br />1 . The proposed recodification shall be conducted for the purpose of <br />correcting the shortcomings identified above and creating a revised City Code which <br />fairly reflects present public needs and which is understandable, well-organized, <br />properly numbered, and easily accessible by the public. <br /> <br />2. No substantive changes to the City Code shall be proposed, unless <br />consistent with and reasonably required by the standards set forth in the preceding <br />section. <br /> <br />3. The City Attorney and City Clerk shall keep City Council and the City <br />Manager reasonably informed of their progress in this endeavor. <br /> <br />4. Upon its completion, the draft recodification shall be made available for <br />reasonable public review and comment prior to its consideration for enactment by <br />Council. <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />- New Business - <br /> <br />05 - 173 - Boards and Commissions <br /> <br />There were no appointments. <br /> <br />05 - 174 - Items Submitted by Council Members <br /> <br />'" Councilwoman Psimas announced a Downtown Waterfont Hotspots meeting <br />hosted by Ray Gindroz of Urban Design Associates, 6:00 p.m., Thursday, <br />April 21, 2005, at the Renaissance Hotel, 425 Water Street. <br /> <br />'" Councilman Smith announced the Job Fair being held at the Renaissance Hotel, <br />9:30 a.m. until 4:00 p.m., Thursday, April 21,2005. <br /> <br />'" Councilwoman Randall thanked the public and staff for their participation and <br />attendance of the Mayor's Ball. Also, she spoke on the Urban League moving to <br />the City. <br /> <br />05 - 175 - Report on Pending Items <br /> <br />. Clyde Toler, 1029 Blair Street, spoke on veterans leading the Pledge of Allegiance <br />to the Flag and the joint signing of a contract with the school board. <br />
