<br />March 8. 2005 <br /> <br />The State Code stipulates that two additional dollars be charged and collected <br />at the time of vehicle registration for the sole purpose of emergency medical <br />services. This program, known as "Two-for-Life," states that 25% of the fees <br />collected by each locality shall be returned to the locality for these purposes. <br />There is no local cash match required. Vision Principle: Neighborhood and <br />Community Transformation. <br /> <br />Recommendation: <br /> <br />. Adoption of an ordinance to accept $35,547 from the Virginia Department of <br />Health, Office of Emergency Services, and to appropriate the same amount in the <br />Grants Fund for the training of emergency medical service personnel and for the <br />purchase of necessary equipment and supplies. <br /> <br />Purpose and Need: <br /> <br />. The Code of Virginia 46.2-694 stipulates that two additional dollars ($2.00) be <br />Charged and collected at the time of vehicle registration for the sole purpose of <br />emergency medical services. <br /> <br />. This program, known as "Two-for-Life," states that 25% of the fees collected by <br />each locality shall be returned to the locality. <br /> <br />. The funds provided are to be used only for training or the purchase of equipment <br />or supplies to support local emergency medical services non-profit <br />agenci es/ organ izati ons. <br /> <br />. This grant contributes toward the City Council's vision of Neighborhood and <br />Community Transformation by helping to ensure community safety. <br /> <br />Financial Impact: <br /> <br />. There is no match required. <br /> <br />Motion by Mr. Whitehurst, and seconded by Mr. Smith, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"AN ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $35,547 FROM THE <br />VIRGINIA DEPARTMENT OF HEALTH OFFICE OF EMERGENCY MEDICAL <br />SERVICES AND APPROPRIATING SAID AMOUNT IN THE GRANTS FUND FOR <br />EMERGENCY MEDICAL SERVICES TRAINING, EQUIPMENT, AND SUPPLIES." <br /> <br />Ayes: Moody, Randall, Smith, Whitehurst <br />Nays: None <br />Absent: Psi mas, Holley <br /> <br />- New Business - <br /> <br />05 - 112 - Boards and Commissions <br /> <br />There were no appointments. <br /> <br />05 - 113 - Items Submitted by Council Members <br /> <br />Motion by Mr. Whitehurst, and seconded by Ms. Psi mas, to add to the agenda <br />the consideration of a motion pertaining to Southeastern Public Service Authority and <br />the American Ref-Fuel Company, and was adopted by unanimous vote. <br /> <br />1. Mark Geduldig-Yatrofsky, 363 Middle Street, spoke in support of this item. <br /> <br />2. Martha Ann Creecy, 317 Dinwiddie Street" spoke on this item. <br /> <br />3. Ellis W.
