<br />At a Regular Meeting of the City Council on Tuesday, March 8, 2005,
<br />there were present:
<br />
<br />Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst,
<br />Sr., Marlene W. Randall, Elizabeth M. Psimas, Ray A. Smith, Sr., Interim City
<br />Manager James B. Oliver, Jr., Senior Deputy City Attorney George M. Willson.
<br />
<br />Reverend Lonnie C. McClain, Pastor, Emanuel African Methodist Episcopal
<br />Church opened the meeting with prayer, which was followed by the Pledge of
<br />Allegiance to the Flag.
<br />
<br />Mayor Holley called the meeting to order and welcomed all in attendance.
<br />
<br />Motion by Mr. Moody, and seconded by Ms. Randall, to approve the minutes of
<br />a Called Meeting on February 22,2005, a Regular Meeting on February 22,2005, and
<br />a Called Meeting on February 28,2005, and was adopted by unanimous vote.

<br />. Presentation of a Key to the City to Heidi Suykerbuyk, 2004 Little Miss Portsmouth.
<br />
<br />. Proclamation presented for "Betty Lambdin, Martha Frances Fortson and Mary
<br />Whitney Week."
<br />
<br />. Proclamation presented to Daisy Hines and Jacqueline Scott for "Social Work
<br />Month."

<br />
<br />05 - 109 - Joint public hearing with the Portsmouth Redevelopment and Housing
<br />Authority to consider the 2006 Action Plan and Plan Amendments and proposed
<br />Changes or additions to existing plans funded by the Community Development Block
<br />Grant, Home Investment Partnerships and Emergency Shelter Grant Programs.
<br />
<br />1. Martha Ann Creecy, 317 Dinwiddie Street, inquired about the Cradock Focus
<br />Program.
<br />
<br />2. Roxanne R. Adams, 3805 Schooner Trail, Chesapeake, inquired about PRHA's
<br />schedule for acquiring 1416 South Street.

<br />05 - 110 - Public hearing on comprehensive plan, rezoning, and use permit
<br />applications:

<br />CITYWIDE - ADOPTION OF COMPREHENSIVE PLAN - The
<br />City of Portsmouth proposes the adoption of a new
<br />Comprehensive Plan, Destination 2025. The Comprehensive
<br />Plan in a long-range policy document that sets the framework
<br />and guiding principles for the City's future. It assesses existing
<br />conditions, creates a community wide vision for the future,
<br />develops goals and objectives to fulfill that vision, and identifies
<br />the strategies required to achieve that vision. Vision Principle:
<br />Bold New Directions, A Robust and Prospering Economy, World
<br />Class Maritime Center, Lifelong Learning Community,
<br />Neighborhood and Community Transformation and Pride of Past,
<br />Promise of Future.
