S. DEPARTMENT OF <br />HOUSING AND URBAN DEVELOPMENT (HUD) IN THE AMOUNT OF $99,410 AND <br />APPROPRIATING SAID AMOUNT IN THE GRANTS FUND FOR THE CHILDREN'S <br />MUSEUM OF VIRGINIA." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />05 - 78 - Adoption of an ordinance to amend Chapter 23, Article III of the Code of the <br />City of Portsmouth related to inoperable vehicles. <br /> <br />These changes revise the definitions of inoperable vehicles and related issues <br />regarding car coverings, the moving of inoperative vehicles from the original <br />violation address, and vehicles not accessible to towing contractors. Vision <br />Principles: Neighborhood and Community Transformation, Bold New <br />Directions. <br /> <br />Recommended Action: <br /> <br />. Adoption of an ordinance to amend Chapter 23 of the Code of the City of <br />Portsmouth related to inoperative vehicles. <br /> <br />Summary: <br /> <br />. These changes revise the definitions of inoperative vehicles and related issues <br />regarding car coverings, the moving of inoperative vehicles from the original violation <br />address, and vehicles not accessible to towing contractors. <br /> <br />. The following items summarized the code changes: <br /> <br />. Definitions of Inoperative vehicles <br />. Need for car coverings <br />. 2 inoperative vehicles allowed (with conditions) <br />. Vehicles moved from original violation address but not in compliance <br />(shuffling game) <br />. Release form to be signed before vehicle is released from compound, and <br />. Vehicles not accessible to towing contractors <br /> <br />Purpose and Need: <br /> <br />. The proposed amendments are needed to align the City Code with State law <br />approved last year relating to inoperative motor vehicles. <br /> <br />. The proposed amendment will revise the definitions of inoperative motor vehicles, <br />the need for car coverings, the number of inoperative vehicles allowed, vehicles being <br />moved from the original violation address, release forms to be signed before the <br />vehicle is released from the compound and vehicles not accessible to towing <br />contractors. <br /> <br />. These code amendments will contribute to the City Council's vision of <br />Neighborhood and Community Transformation by empowering citizens to create their <br />own quality of life, to ensure community safety and to elevate the livability of their <br />communities. These changes are also a part of Bold New Directions that will help to <br />make Portsmouth "the hometown of choice and a community of international <br />reputation. <br /> <br />Financial Impact: <br /> <br />. The code revisions will have a minimal financial impact related to administrative <br />changes. <br />
