<br />February 22. 2005 <br /> <br />At a Called Meeting of the City Council on Tuesday, February 22, 2005, there <br />were present: <br /> <br />Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst, <br />Sr., *Marlene W. Randall, *Stephen E. Heretick, Elizabeth M. Psimas, *Ray A. Smith, <br />Sr., Interim City Manager James B. Oliver, Jr., City Attorney G. Timothy Oksman. <br /> <br />05 - 69 - The following call for the meeting was read: <br /> <br />"Please attend a Called Meeting of the City Council to be held in the 6th Floor <br />Conference Room, 801 Crawford Street, 2:00 p.m., Tuesday, February 22, 2005 for <br />the purpose of a Public Work Session. <br /> <br />In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />05 - 70 - The following items were discussed in Public Work Session: <br /> <br />1. Victory CrossinglTCC/New Port - Ray Gindroz <br /> <br />2. Downtown Waterfront <br /> <br />3. Commission of Architectural Review Appeal - 549 Broad Street - Deferred from <br />January 25, 2005 <br /> <br />Motion by Mr. Moody, and seconded by Mr. Whitehurst, to concur with the <br />decision of the Commission of Architectural Review for Port Norfolk and Park View to <br />deny the request to remove original wood windows and install Anderson Replacement <br />windows, and was defeated by the following vote: <br /> <br />Ayes: Moody, Randall, Whitehurst <br />Nays: Heretick, Psi mas, Smith, Holley <br /> <br />4. City Council Liaison Reports <br />- Councilman Smith announced the joint meeting with the School Board. <br />- Vice Mayor Moody announced that the "Portsmouth Is For People" song is not <br />the official City song. <br />- Councilman Heretick announced the request for an increase of the inmate per <br />diem in the next fiscal year for the Regional Jail. <br />- Councilwoman Randall asked for a copy of the original agreement about the City <br />hosting the regional jail. <br />- Vice Mayor Moody and Councilwoman Psi mas presented their recommendations <br />as a subcommittee on proposed funding for civic organizations. <br />- Vice Mayor Moody commented on the newly reorganized Parking Authority and <br />its activities. <br />- Councilwoman Randall asked about the need for satellite parking during special <br />events. <br />- Councilwoman Psi mas announced the public meeting scheduled for March 16, <br />2005 at 9:00 a.m. in the Council Chamber with representatives from NiSource <br />with reference to the proposed Path of History Park at Effingham and Crawford <br />Streets. <br />- Councilwoman Randall reported that she had spoken with some citizens and <br />civic league members in reference to certain neighborhoods being concerned <br />about improvements that had begun 5 years ago, and have not resumed. Also, <br />she referred to comments she had received from older citizens about the <br />absence of parades in the City, especially the Christmas Parade. <br /> <br />5.
