<br />February 8. 2005 <br /> <br />At a Regular Meeting of the City Council on Tuesday, February 8, 2005, <br />there were present: <br /> <br />Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst, <br />Sr., Marlene W. Randall, Stephen E. Heretick, Elizabeth M. Psi mas, Ray A. Smith, Sr., <br />Interim City Manager James B. Oliver, Jr., City Attorney G. Timothy Oksman. <br /> <br />Reverend Robert Lee, Pastor, Fairwood-Agape Baptist Church, opened the <br />meeting with prayer, which was followed by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br />Motion by Mr. Whitehurst, and seconded by Ms. Randall, to approve the minutes <br />of a Called Meeting on January 24, 2005, a Called Meeting on January 25, 2004, and a <br />Regular Meeting on January 25, 2004, and was adopted by unanimous vote. <br /> <br />05 - 12 - Special Presentations: <br /> <br />. Proclamation presented to Dr. Elizabeth Daniels, President of the Portsmouth <br />Chapter of the NAACP, for "African-American History Month." <br /> <br />. Proclamation presented to Sara N. Mendelson, Provisional Chairman of the <br />Portsmouth Service League, for the "50th Anniversary of the Portsmouth Service <br />League." <br /> <br />. Proclamation presented to Reynold W. Jordan, Jr., for "Eligibility Worker <br />Appreciation Month." <br /> <br />. Presentation of special lapel pins to newly appointed Board and Commission <br />members. <br /> <br />. Mayor Holley recognized Boy Scout Troop #256. <br /> <br />- Public Hearing - <br /> <br />Councilman Smith requested a change of order to consider item 05-58(c) as the <br />first public hearing item. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Whitehurst, to change the order of <br />business to consider item 05-58(c) as the first public hearing item, and was adopted by <br />unanimous vote. <br /> <br />05 - 58 - Public hearing on use permit and street closure applications: <br /> <br />(c) S-05-01 <br /> <br />WESTHAVEN NEIGHBORHOOD - Ordinance granting the request <br />of the Portsmouth Redevelopment and Housing Authority for the <br />closure of Race Street from the eastern boundary of Scott Street <br />to the western boundary of Loudoun Avenue. <br /> <br />Motion by Mr. Whitehurst, and seconded by Ms. Psi mas, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE CLOSING AND VACATING A PORTION OF RACE STREET." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />(a) UP-05-01 <br /> <br />AIRLINE COMMERCIAL AND INDUSTRIAL CORRIDOR - Willie <br />L. Brown requests a use permit for a convenience store with gas <br />pumps at 2886 Airline Boulevard. <br /> <br />1. Willie L. Brown, 1301 Masters Court, Chesapeake, spoke in support of this item. <br /> <br />2. Ronnie McMillan, 303 Mohican Drive, spoke in opposition to this item. <br />
