<br />At a Regular Meeting of the City Council on Tuesday, January 25, 2005,
<br />there were present:
<br />
<br />Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst,
<br />Sr., Marlene W. Randall, Stephen E. Heretick, Elizabeth M. Psimas, Ray A. Smith, Sr.,
<br />Interim City Manager James B. Oliver, Jr., City Attorney G. Timothy Oksman.
<br />
<br />Reverend James E. Wynn, Sr., Pastor, Ebenezer Baptist Church opened the
<br />meeting with prayer, which was followed by the Pledge of Allegiance to the Flag.
<br />
<br />Mayor Holley called the meeting to order and welcomed all in attendance.
<br />
<br />Motion by Mr. Moody, and seconded by Mr. Whitehurst, to approve the minutes
<br />of a Called Meeting on January 10, 2005, a Called Meeting on January 11, 2005,
<br />a Regular Meeting on January 11, 2005, and a Called Meeting on January 18, 2005,
<br />and was adopted by unanimous vote.

<br />05 - 37 - Presentations:
<br />
<br />. Proclamation presented to Sergeant Jackson, Ann Lyons and Ed Forlines for
<br />"NEAT Summit Day."
<br />
<br />. Proclamation presented to Debra Steiger, Executive Director of Friends of the
<br />Portsmouth Juvenile Court, for "National Mentoring Month."
<br />
<br />- Unfinished Business -
<br />
<br />05 - 13 - Rezoning:
<br />
<br />Motion by Mr. Whitehurst, and seconded by Mr. Moody, to adopt the following
<br />ordinance, approved on first reading at the January 11, 2005 meeting, and was
<br />adopted by the following vote:
<br />
<br />05-13(b):
<br />"ZONING AMENDMENT ORDINANCE Z-04-08."

<br />- City Manager's Report -
<br />
<br />05 - 38 - Adoption of an ordinance to accept $1,628 from the Department of
<br />Conservation and Recreation and to appropriate this same amount in the Grants Fund
<br />for the Chesapeake Bay Preservation Act program.
<br />
<br />These funds will be used to provide for the design, printing and mailing of
<br />Chesapeake Bay informational pamphlets to Portsmouth waterfront property
<br />owners.
<br />
<br />Recommendation:
<br />
<br />. Adoption of an ordinance to accept $1,628 from the Department of Conservation
<br />and
<br />Recreation (OCR) and to appropriate this same amount in the Grants Fund for the
<br />Chesapeake Bay Preservation Act program.
