<br />Januarv 11. 2005 <br /> <br />At a Called Meeting of the City Council on Tuesday, January 11, 2005, there <br />were present: <br /> <br />Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst, <br />Sr., Marlene W. Randall, Stephen E. Heretick, Elizabeth M. Psimas, *Ray A. Smith, Sr., <br />Interim City Manager James B. Oliver, Jr., City Attorney G. Timothy Oksman. <br /> <br />05 - 09 - The following call for the meeting was read: <br /> <br />"Please attend a Called Meeting of the City Council to be held in the 6th Floor <br />Conference Room, 801 Crawford Street, 6th floor, 5:00 p.m., Tuesday, <br />January 11, 2005 for the purpose of a Public Work Session. <br /> <br />In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />05 - 1 0 - Motion by Ms. Psimas, and seconded by Ms. Randall, to go into Closed <br />Meeting pursuant to provisions of Section 2.2-3711 (A)(3) of the Code of Virginia, to <br />discuss or consider the following: <br /> <br />the possible acquisition of real property for a public purpose and the possible <br />sale of publicly owned real property. <br /> <br />The subject matter of the meeting is the possible public acquisition of real <br />property in the downtown area, and the possible sale and development of publicly <br />owned real property in the midtown area. <br /> <br />The purpose of the meeting is to permit frank and confidential discussion of <br />negotiating position and strategy for real estate transactions. <br /> <br />The motion was adopted by unanimous vote. <br /> <br />Motion by Mr. Whitehurst, and seconded by Mr. Moody, pursuant to Section <br />2.2-3712(0) of the Code of Virginia, certifying that to the best of the Council Members' <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br />requirements by the Virginia Freedom of Information Act, and <br /> <br />2. Only such public business matters as were identified in the motion by which <br />the Closed Meeting was convened, were heard, discussed or considered in <br />the meeting by the City Council. <br /> <br />The motion was adopted by unanimous vote. <br /> <br />05 - 10 - The following items were discussed in Public Work Session: <br /> <br />1. Commission of Architectural Review (CAR) Appeals - Bob Baldwin <br /> <br />2. Introduction of Gloria Washington, Budget Office <br /> <br />3. Portside - Dr. L. P. Patton <br /> <br />4. New PortlTCCNictory Crossing Business Park - Tara Saunders <br /> <br />5. City Council's Vision Follow-up - John Maher <br /> <br />6. City Council Liaison Report <br /> <br />Councilman Whitehurst provided an Events Committee report. <br /> <br />Councilwoman Randall announced the Joint Dinner with the School Board to be <br />held January 24, 2005. <br />
