Januarv 11. 2005 At a Called Meeting of the City Council on Tuesday, January 11, 2005, there were present: Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst, Sr., Marlene W. Randall, Stephen E. Heretick, Elizabeth M. Psimas, *Ray A. Smith, Sr., Interim City Manager James B. Oliver, Jr., City Attorney G. Timothy Oksman. 05 - 09 - The following call for the meeting was read: "Please attend a Called Meeting of the City Council to be held in the 6th Floor Conference Room, 801 Crawford Street, 6th floor, 5:00 p.m., Tuesday, January 11, 2005 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 05 - 1 0 - Motion by Ms. Psimas, and seconded by Ms. Randall, to go into Closed Meeting pursuant to provisions of Section 2.2-3711 (A)(3) of the Code of Virginia, to discuss or consider the following: the possible acquisition of real property for a public purpose and the possible sale of publicly owned real property. The subject matter of the meeting is the possible public acquisition of real property in the downtown area, and the possible sale and development of publicly owned real property in the midtown area. The purpose of the meeting is to permit frank and confidential discussion of negotiating position and strategy for real estate transactions. The motion was adopted by unanimous vote. Motion by Mr. Whitehurst, and seconded by Mr. Moody, pursuant to Section 2.2-3712(0) of the Code of Virginia, certifying that to the best of the Council Members' knowledge during the immediately preceding Closed Meeting of the City Council: 1. Only public business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, and 2. Only such public business matters as were identified in the motion by which the Closed Meeting was convened, were heard, discussed or considered in the meeting by the City Council. The motion was adopted by unanimous vote. 05 - 10 - The following items were discussed in Public Work Session: 1. Commission of Architectural Review (CAR) Appeals - Bob Baldwin 2. Introduction of Gloria Washington, Budget Office 3. Portside - Dr. L. P. Patton 4. New PortlTCCNictory Crossing Business Park - Tara Saunders 5. City Council's Vision Follow-up - John Maher 6. City Council Liaison Report Councilman Whitehurst provided an Events Committee report. Councilwoman Randall announced the Joint Dinner with the School Board to be held January 24, 2005.
