November 23, 2004 <br /> <br />Purpose and Need: <br /> <br />· The Proposals outline the City of Portsmouth's legislative agenda and initiatives for <br />the upcoming 2005 General Assembly Session. <br /> <br />Financial Impact: <br /> <br />· The City's Legislative Proposals include requests for funding of $5.8 million to the <br />host localities of the Virginia Port Authority and for $500,000 in capital funding to <br />complete the Phase III construction of the Children's Museum of Virginia. <br /> <br />· Additionally, the City will monitor any Statewide revenue items and/or legislation that <br />may have a financial impact on the City of Portsmouth. <br /> <br />1. Mark Geduldig-Yatrofsky, 363 Middle Street, spoke in opposition to this item. <br /> <br /> Motion by Mr. Whitehurst, and seconded by Mr. Smith, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"A RESOLUTION AUTHORIZING THE 2005 LEGISLATIVE PROPOSALS OF THE <br />CITY OF PORTSMOUTH. <br /> <br /> WHEREAS, the Virginia General Assembly deals with a broad range of issues <br />that affect local government both directly and indirectly; and <br /> <br /> WHEREAS, the City of Portsmouth has certain concerns that deal with both <br />Portsmouth specifically and local governments in general; and <br /> <br /> WHEREAS, these concerns need to be made known to Portsmouth's General <br />Assembly delegation so that they may be transmitted for consideration by the <br />Legislature. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia, that it endorses the attached legislative proposals for the 2005 <br />General Assembly session and directs that both this resolution and the legislative <br />proposals be forwarded to the Portsmouth General Assembly delegation." <br /> <br />Ayes: Heretick, Moody, Psimas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />04 - 458 - Adoption of a resolution urging immediate action by the General Assembly to <br />address the Commonwealth of Virginia's transportation crisis. <br /> <br />The City of Portsmouth - along with other local governments across the <br />Commonwealth - are urging members of Virginia's General Assembly to <br />immediately and aggressively address the State's transportation crisis with <br />enhanced and/or new funding for transportation in order to preserve Virginia's <br />economic future and to maintain a better quality of life for the citizens of <br />Portsmouth, the region, and the Commonwealth. <br /> <br />Recommended Action: <br /> <br />· Adoption of a resolution urging immediate General Assembly action to address the <br />Commonwealth of Virginia's Transportation Crisis. <br /> <br />Summary: <br /> <br />· By adopting this resolution, the City of Portsmouth - along with other local <br />governments across the Commonwealth - will be urging members of Virginia's General <br />Assembly to immediately and aggressively address the State's transportation crisis with <br />enhanced and/or new funding for transportation to preserve Virginia's economic future, <br />and to maintain a better quality of life for the citizens of Portsmouth and the <br />Commonwealth. <br /> <br /> <br />
