November 9, 2004 Recommendation: · Adoption of an ordinance to accept $3,488 in additional grant funds and appropriate this same amount in the Grants Fund for the Portsmouth Ready to Read Coalition to support training of early care providers to enhance the reading readiness of young children. Purpose and Need: · Portsmouth was a sub grantee of an $116,280 award from Square One. The grantor provided additional funding toward administrative costs, originally designated as the City's in-kind match. · There was no line item established to recover the administrative costs that were allowed. This action will provide for the additional $3,488 in funding already received from the grantor to be used for additional programming. Financial Impact: · These funds will allow continuation of the training of early care providers as well as implementation of family strengthening programs and there is no additional match required. Motion by Mr. Whitehurst, and seconded by Ms. Randall, to adopt the following ordinance, and was adopted by the following vote: "ORDINANCE ACCEPTING $3,488 IN ADDITIONAL EARLY LEARNING OPPORTUNITY ACT GRANT FUNDS FROM SQUARE ONE AND APPROPRIATING SAID SUM IN THE GRANTS FUND FOR THE PORTSMOUTH READY TO READ PROGRAM ADMINISTERED BY THE DEPARTMENT OF COMMUNITY RELATIONS AND LEISURE SERVICE." Ayes: Heretick, Moody, Psimas, Randall, Smith, Whitehurst, Holley Nays: None 04 - 434 - Adoption of a resolution to reallocate recommended Community Development Block Grant (CDBG) funds in the 2005 Action Plan. The Department of Housing and Urban Development (HUD) advised the City that two projects submitted in the 2005 CDBG Action Plan needed to be amended. This action will redirect a total of $443,000 to the Shea Terrace Senior Park, development of a plan to end homelessness, and funds to address issues raised in the housing "Analysis of Impediments" as well as related administrative costs. Recommended Action: · Adoption of a resolution to reallocate recommended Community Development Block Grant (CDBG) funds within the 2005 Action Plan. Summary: · This action will authorize the City Manager to make the necessary amendments to the 2005 CDBG Action Plan to meet the requirements of the U. S. Department of Housing and Urban Development. Purpose and Need: · On April 13, 2004, City Council adopted the 2005 CDBG Action Plan for submission to the Department of Housing and Urban Development. HUD has advised the City that there are two projects in the Plan that require amendment totaling $443,000.
