November 9, 2004 <br /> <br />Recommendation: <br /> <br />· Adoption of an ordinance to accept $3,488 in additional grant funds and appropriate <br />this same amount in the Grants Fund for the Portsmouth Ready to Read Coalition to <br />support training of early care providers to enhance the reading readiness of young <br />children. <br /> <br />Purpose and Need: <br /> <br />· Portsmouth was a sub grantee of an $116,280 award from Square One. The <br />grantor provided additional funding toward administrative costs, originally designated as <br />the City's in-kind match. <br /> <br />· There was no line item established to recover the administrative costs that were <br />allowed. This action will provide for the additional $3,488 in funding already received <br />from the grantor to be used for additional programming. <br /> <br />Financial Impact: <br /> <br />· These funds will allow continuation of the training of early care providers as well as <br />implementation of family strengthening programs and there is no additional match <br />required. <br /> <br /> Motion by Mr. Whitehurst, and seconded by Ms. Randall, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ACCEPTING $3,488 IN ADDITIONAL EARLY LEARNING <br />OPPORTUNITY ACT GRANT FUNDS FROM SQUARE ONE AND APPROPRIATING <br />SAID SUM IN THE GRANTS FUND FOR THE PORTSMOUTH READY TO READ <br />PROGRAM ADMINISTERED BY THE DEPARTMENT OF COMMUNITY RELATIONS <br />AND LEISURE SERVICE." <br /> <br />Ayes: Heretick, Moody, Psimas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />04 - 434 - Adoption of a resolution to reallocate recommended Community Development <br />Block Grant (CDBG) funds in the 2005 Action Plan. <br /> <br />The Department of Housing and Urban Development (HUD) advised the City that <br />two projects submitted in the 2005 CDBG Action Plan needed to be amended. <br />This action will redirect a total of $443,000 to the Shea Terrace Senior Park, <br />development of a plan to end homelessness, and funds to address issues raised <br />in the housing "Analysis of Impediments" as well as related administrative costs. <br /> <br />Recommended Action: <br /> <br />· Adoption of a resolution to reallocate recommended Community Development Block <br />Grant (CDBG) funds within the 2005 Action Plan. <br /> <br />Summary: <br /> <br />· This action will authorize the City Manager to make the necessary amendments to <br />the 2005 CDBG Action Plan to meet the requirements of the U. S. Department of <br />Housing and Urban Development. <br /> <br />Purpose and Need: <br /> <br />· On April 13, 2004, City Council adopted the 2005 CDBG Action Plan for submission <br />to the Department of Housing and Urban Development. HUD has advised the City that <br />there are two projects in the Plan that require amendment totaling $443,000. <br /> <br /> <br />
