October 26, 2004 <br /> <br /> WHEREAS, City Code section 12-183 requires that City Council authorize any <br />increase to a contract in excess of 25% of the original contract amount; and <br /> <br /> WHEREAS, the project is completely funded by the Virginia Department of <br />Transportation (VDOT), and no City match required; and <br /> <br />WHEREAS, VDOT has already approved the increase in the project cost. <br /> <br />NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia that it hereby authorizes the expenditure of funds exceeding by 25% the <br />originally contracted amount for improvements to Lee and Virginia Avenues. <br /> <br /> BE IT FURTHER RESOLVED that this resolution shall take effect on the date of <br />its adoption." <br /> <br />Ayes: Heretick, Moody, Randall, Smith, Whitehurst <br />Nays: None <br /> <br />-New Business- <br /> <br />04 - 417 - Boards and Commissions <br /> <br />There were no appointments. <br /> <br />04 - 418 - Items Submitted by Council Members <br /> <br />Councilman Whitehurst announced the Vision 2005 Scotts Creek Community <br />meeting will be held at the Old Wachovia Bank Building at 5:30 p.m., Wednesday, <br />October 27, 2004. <br /> <br />Vice Mayor Moody asked for a status report on the Maersk Project. Richard A. <br />Hartman provided the report. <br /> <br />04 - 419 - Report on Pending Items <br /> <br />There were no pending items. <br /> <br />04 - 420 - Non-Agenda Speakers <br /> <br />1. Terry Danaher, 413 Dinwiddie Street, spoke in opposition to Harbor Center Joint <br /> Ventures and its contracts with the City. <br /> <br />Mark Geduldig-Yatrofsky, 363 Middle Street, spoke on the negatives of creating <br />another "Portside" in its former location based on nuisances such as noise, improper <br />social behavior, and parking issues that impact Olde Towne residents. He also, <br />spoke on the impact that he feels Portside would have on other downtown <br />businesses, and about the City subsidizing the former Portside. <br /> <br />Roosevelt Harmon, 3409 Trexler Avenue, spoke on the installation of a stop sign at <br />a problem area in North Truxtun (Killian Avenue, Arcadia Avenue, and Magnolia <br />Street) that has become a cut-through to Portsmouth Boulevard. <br /> <br />Public Work Session (continued): <br /> <br />4. Council Liaison Reports - Councilman Heretick attended the HRPDC Meeting on Transportation issues. <br /> - Councilman Smith updated Council and staff on Dominion Power rebates for <br /> streetlight outages. <br /> - Councilwoman Randall updated Council on Empowerment 2010. <br /> - Councilwoman Psimas announced the opening of Winter Wonderland on <br /> November 18, 2004 at Courthouse Galleries. <br /> - Councilman Whitehurst announced the Vision 2005 meeting for Scotts Creek. <br /> <br />5.
