(b) February 22, 1994 Except as hereinafter required, the group 299 housing project shall be constructed in accordance with Exhibits A and B, attached hereto and made a part hereof. (c) The applicant shall use brick on the full front facade of the two center units and 18-inch brick skirting around the entire building. A revised plan showing the placement of brick must be approved by the Planning Director prior to site plan approval. (d) A landscaping plan showing a buffer strip between the building and Parish Lane shall be submitted to the Planning Department for approval prior to the issuance of building permits. The applicant and any successors in interest shall be responsible for the installation and maintenance of all landscaping elements included in any such approved landscaping plan. (e) Shutters shall be installed in all windows (with the exception of the bay windows), facing Parish Lane. (f) Any revisions to the site plan or landscaping plan or evaluations made through the group housing application process, including any changes by City Council, must be submitted to the Planning Department for approval prior to the issuance of building permits. {g) The applicant shall be responsible for the cost and upgrading of utilities for this project. (h) The applicant shall comply with all applicable codes, ordinances and regulations of federal, state and local governments, and shall obtain all necessary permits." "Funds are included in the 1993-97 Capital Improvement Plan for the construction of the Children's Museum of Virginia which is scheduled to open in December 1994. In order to complete the construction of the Museum exhibits, bids were received on January 28, 1994. The names of the firms submitting bids are included on Attachment "A". The criteria and bid process for this work were developed in close coordination with an accepted State process to award the contract based on qualifications, experience, and price. Therefore, bid prices have not been included since they are not the sole basis for award. A committee, which included City staff and citizens, was assembled to select the most qualified bidder and the firm of Kearney and Associates of Lorton, Virginia was selected for the design, fabrication, and installation of the 63 exhibits to be housed in the Museum.
