(b) <br /> <br /> February 22, 1994 <br />Except as hereinafter required, the group <br /> <br />299 <br /> <br />housing project <br /> <br />shall be constructed in accordance with Exhibits A and B, <br />attached hereto and made a part hereof. <br /> <br />(c) The applicant shall use brick on the full front facade of <br />the two center units and 18-inch brick skirting around the <br />entire building. A revised plan showing the placement of brick <br />must be approved by the Planning Director prior to site plan <br />approval. <br /> <br />(d) A landscaping plan showing a buffer strip between the <br />building and Parish Lane shall be submitted to the Planning <br />Department for approval prior to the issuance of building <br />permits. The applicant and any successors in interest shall be <br />responsible for the installation and maintenance of all <br />landscaping elements included in any such approved landscaping <br />plan. <br /> <br />(e) Shutters shall be installed in all windows (with the <br />exception of the bay windows), facing Parish Lane. <br /> <br />(f) Any revisions to the site plan or landscaping plan or <br />evaluations made through the group housing application process, <br />including any changes by City Council, must be submitted to the <br />Planning Department for approval prior to the issuance of <br />building permits. <br /> <br />{g) The applicant shall be responsible for the cost and <br />upgrading of utilities for this project. <br /> <br />(h) The applicant shall comply with all applicable codes, <br />ordinances and regulations of federal, state and local <br />governments, and shall obtain all necessary permits." <br /> <br />Ayes: Clemons, Epperson, Griffin, Hawks, King, Pitts, Webb <br />Nays: None <br /> <br />CITY MANAGER'S REPORT <br /> <br />94-65 Letter from the City Manager recommending adoption of an <br />ordinance to appropriate $582,160 from the Capital Improvements <br />Fund for the Children's Museum of Virg~nla, and award of the <br />contract to Kearney and Associates. <br /> <br /> "Funds are included in the 1993-97 Capital Improvement Plan <br />for the construction of the Children's Museum of Virginia which <br />is scheduled to open in December 1994. <br /> <br /> In order to complete the construction of the Museum <br />exhibits, bids were received on January 28, 1994. The names of <br />the firms submitting bids are included on Attachment "A". The <br />criteria and bid process for this work were developed in close <br />coordination with an accepted State process to award the <br />contract based on qualifications, experience, and price. <br />Therefore, bid prices have not been included since they are not <br />the sole basis for award. <br /> <br /> A committee, which included City staff and citizens, was <br />assembled to select the most qualified bidder and the firm of <br />Kearney and Associates of Lorton, Virginia was selected for the <br />design, fabrication, and installation of the 63 exhibits to be <br />housed in the Museum.
