<br />PRENTIS PARK/BRIGHTON NEIGHBORHOOD - Community
<br />
<br />Chapel Methodist Church requests a use permit to construct and
<br />operate a new worship facility at 1656 Portsmouth Boulevard.
<br />
<br /> Motion by Mr. Whitehurst, and seconded by Mr. Smith, to defer
<br />consideration of UP-04-11 to the meeting of November 23, 2004, and was adopted by
<br />unanimous vote.
<br />
<br />(c) GHP-04-05
<br />
<br />DOWNTOWN CORRIDOR - High Street Properties requests a
<br />group housing use permit to create twenty-one (21)
<br />apartments/condominiums at 619, 623 and 627 High Street.
<br />
<br /> Motion by Mr. Whitehurst, and seconded by Mr. Moody, to concur with the
<br />recommendation of the Planning Commission that GHP-04-05 be approved on first
<br />reading, and was adopted by unanimous vote.
<br />
<br />(d) CA-04-01
<br />
<br />CITYWIDE - The City of Portsmouth requests an amendment to
<br />Section 40-151 of the Zoning Ordinance to rescind various
<br />application processing, fees, amend Section 33-91 of the
<br />Subdivision Ordinance to rescind subdivision processing fees and
<br />amend Section 39-84 of the Wetlands Ordinance to rescind wetland
<br />processing fees. These fees will be moved to Chapter 11.1 of the
<br />City Code titled, Fees and Charges.
<br />
<br /> Motion by Mr. Whitehurst, and seconded by Mr. Moody, to concur with the
<br />recommendation of the Planning Commission that CA-04-01 be approved on first
<br />reading, and was adopted by unanimous vote.

<br /> Motion by Mr. Whitehurst, and seconded by Ms. Randall, to adopt the following
<br />ordinance, approved on first reading at the September 14, 2004 meeting, and was

<br />
<br />04 - 361 - Adoption of an ordinance to amend the City's FY 2004-05 Operating Budget
<br />for educational purposes from $141,950,664 to $144,588,851 and to appropriate the
<br />additional sum of $2,638,187 for said purposes.
<br />
<br />The School Board has received additional Federal, State, and other revenues in
<br />excess of budget in the total amount of $2,638,187, which was not included in
<br />the FY 2004-05 School Budget appropriation by City Council. The School Board,
<br />in its resolution dated September 23, 2004, requests an appropriation of an
<br />additional $2,638,187 in the FY 2004-05 Operating Budget for educational
<br />purposes.

<br />Recommended Action:

<br />· Adoption of an ordinance to amend the City's FY2004-05 Operating Budget for
<br />educational purposes from $141,950,664 to $144,588,851 and to appropriate the
<br />additional sum of $2,638,187 for said purposes.
