September 28, 2004 <br /> <br /> At a Regular Meeting of the City Council on Tuesday, September 28, 2004, <br />there were present: <br /> <br />Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst, <br />Sr., Marlene W. Randall, Stephen E. Heretick, Elizabeth M. Psimas, Ray A. Smith, Sr., <br />Interim City Manager James B. Oliver, Jr., City Attorney G. Timothy Oksman. <br /> <br /> Councilwoman Elizabeth M. Psimas opened the meeting with prayer, which was <br />followed by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Heretick, and seconded by Ms. Randall, to approve the minutes of <br />a Called Meeting on September 13, 2004, a Called Meeting on September 14, 2004, <br />a Regular Meeting on September 14, 2004, and a Called Meeting on <br />September 20, 2004, and was adopted by unanimous vote. <br /> <br />04 - 356 - Presentations: <br /> <br />· Proclamation presented to Jeanne Larcombe for "Friends of the Library Anniversary <br /> Month." <br /> <br />· Proclamation presented to Police Chief Frank J. Kitzerow for "Safety in the Streets <br /> Day." <br /> <br />· Presentation of special lapel pins to newly appointed Board and Commission <br /> members. <br /> <br />- Public Hearing - <br /> <br />04 -357 - Public hearing on a proposed ordinance to amend the FY 2004-05 Operating <br />Budget by appropriating $1,572,247 of additional FY 2004-05 FEMA reimbursement <br />revenues, to the "Reserve for Contingencies: FEMA Reimbursements" for the purpose <br />of ongoing reimbursement of Hurricane Isabel expenses, with the balance of the funds <br />at year end going to the Waste Management Fund balance for future post closure cost. <br /> <br />There were no speakers. <br /> <br />04 -358 - Public hearing on a proposed ordinance to amend the approved FY 2004-05 <br />Operating Budget for educational purposes by appropriating $2,638,187 of additional <br />FY 2003-04 School Board revenues. <br /> <br />There were no speakers. <br /> <br />04 - 359 - Public hearing on a proposed ordinance to amend the FY 2004-05 Capital <br />Improvement Program by appropriating $936,486 of additional FY 2003-04 School <br />Board revenues, to a new Capital Improvement Project "City/School Joint Financial <br />Management System" for the purpose of acquiring a joint city and school financial <br />management system. <br /> <br />1. Mark Geduldig-Yatrofsky, 363 Middle Street, spoke in support of this item. <br /> <br />04 - 360 - Public hearing on rezoning, use permit, group housing use permit and <br />code amendment applications: <br /> <br />(a) Z-04-05 <br /> <br />HIGHLANDS NEIGHBORHOOD - Steve Boone requests to rezone <br />4010-4018 George Washington Highway and 2017 Greenwood <br />Drive from single-family residential, RS-75 to general commercial, <br />C-2. <br /> <br /> Motion by Mr. Whitehurst, and seconded by Ms. Randall, to concur with the <br />recommendation of the Planning Commission that Z-04-05 be approved on first reading, <br />and was adopted by unanimous vote. <br /> <br /> <br />
