Auqust 24, 2004 <br /> <br />081 <br /> <br />- City Manager's Report - <br /> <br />04 -313 -Adoption of an ordinance to appropriate $337,270 in the Grants Fund for the <br />purchase of protective and response equipment and supplies for domestic preparedness <br />for the Departments of Fire and Police and the City's Public Health Department. <br /> <br />Funds received from the Virginia Department of Emergency Management will be <br />used to purchase grant specific emergency equipment to be utilized for potential <br />terrorism incidents and for the City's domestic preparedness efforts. There is no <br />local cash match required. <br /> <br />Recommended Action: <br /> <br />· Adoption of an ordinance to appropriate $337,270 for the purchase of protective <br />and response equipment and supplies for domestic preparedness for the Departments of <br />Fire and Police and the Portsmouth Public Health Department. <br /> <br />Summary: <br /> <br />· The Virginia Department of Emergency Management has awarded $337,270 to <br />Portsmouth from its 2004 allocation of funds from the U. S. Department of Homeland <br />Security for the purpose of equipment, training, planning, and exercises to be used for <br />better preparedness in order to prevent, respond, and recover from potential acts of <br />terrorism. <br /> <br />Purpose and Need: <br /> <br />· These grant funds will be used to purchase grant specific emergency equipment <br />to be utilized in Weapons of Mass Destruction or other terrorism incidents. <br /> <br />· Additional funds will be utilized to further the City's domestic preparedness efforts <br />through critical infrastructure assessments and emergency planning. By providing <br />emergency first responders with proper equipment for these types of events, the safety <br />of citizens and visitors is also enhanced. <br /> <br />Financial Impact: <br /> <br />· There is no local cash match required. <br /> <br /> Motion by Mr. Whitehurst, and seconded by Mr. Heretick, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"AN ORDINANCE TO ACCEPT A GRANT IN THE AMOUNT OF $337,270 AWARDED <br />BY THE COMMONWEALTH OF VIRGINIA AND TO APPROPRIATE SAID FUNDS IN <br />THE GRANTS FUND FOR THE PURCHASE OF EMERGENCY EQUIPMENT AND <br />SUPPLIES FOR THE POLICE AND FIRE DEPARTMENTS AND THE DEPARTMENT <br />OF PUBLIC HEALTH." <br /> <br />Ayes: Heretick, Moody, Psimas, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />04 -314 - Adoption of a resolution to endorse and support the application of ARREFF <br />Terminals, Inc. for $325,000 in Industrial Access Railroad Track Funds. <br /> <br />These funds from the State's Department of Rail and Public Transportation will be <br />used to construct approximately 1,800 feet of new rail track to serve ARREFF <br />Terminals, Inc. There is no financial obligation or commitment from the City of <br />Portsmouth to this project, but approval by the local governing body is required. <br /> <br />Recommended Action: <br /> <br />· Adoption of a resolution to endorse and support the application of ARREFF <br />Terminals, Inc. for $325,000 in Industrial Access Railroad Track Funds. <br /> <br /> <br />
