Moody, Jr., Charles B. Whitehurst~ <br />Sr., Marlene W. Randall, Stephen E. Heretick, Elizabeth M. Psimas, Ray A. Smith, Sr., <br />Interim City Manager James B. Oliver, Jr., City Attorney G. Timothy Oksman. <br /> <br /> Councilwoman Marlene W. Randall opened the meeting with prayer, which waS~ <br />followed by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Whitehurst, and seconded by Mr. Moody, to approve the minute~ <br />of a Called Meeting on July 27, 2004, and a Regular Meeting on July 27, 2004, and waS~I <br />adopted by unanimous vote. <br /> <br />04 - 298 - Presentation: <br /> <br />· Presentation of a Proclamation of Appreciation to C. W. "Luke" McCoy. <br /> <br /> Motion by Mr. Whitehurst, and seconded by Mr. Moody, to change order o! <br />business to consider item 04-301 of the City Manager's Report, and was adopted b~ <br />unanimous vote. <br /> <br />04 - 301 - Adoption of an ordinance to appropriate $182,500 in the Grants Fund for the <br />Portsmouth Adult Drug Treatment Court Program. <br /> <br />The Supreme Court of Virginia has awarded this grant that will continue to <br />provide for an intensive treatment program for non-violent felony offenders who <br />are dependent upon drugs and/or alcohol. There is no local match required. <br /> <br />Recommended Action: <br /> <br />· Adoption of a motion to appropriate $182,500 to support the Portsmouth Adult Drug <br />Treatment Court. <br /> <br />Summary: <br /> <br />· The Portsmouth Adult Drug Treatment Court was implemented to serve as an <br />intensive treatment program for the purpose of treating non-violent offenders who an <br />dependent upon drugs and/or alcohol. These grant funds will continue the program fo~ <br />this fiscal year. There is no local cash match required. <br /> <br />Purpose and Need: <br /> <br />· The Supreme Court of Virginia has approved a Portsmouth Adult Drug Treatment <br />Court grant in the amount of $182,500 from July 1,2004 to June 30, 2005. <br /> <br />· The Portsmouth Adult Drug Treatment Court program currently has 53 participants. <br />Since its inception in 2001, the program has been successful in helping drug-abusinc. <br />citizens of the City of Portsmouth become drug-free and productive members of society <br />The program has graduated 32 participants. <br /> <br />· The program utilizes the Third Judicial Circuit Court of Virginia with collaboration by <br />members of the criminal justice community and Behavior Healthcare Services. <br /> <br />· This grant-funded program employs one full-time legal secretary, clinician and case <br />manager. <br /> <br />Financial Impact: <br /> <br />· The Circuit Court has also received funds from private citizens, churches, the <br />Portsmouth Police Department's Local Law Enforcement Block Grant (LLEBG) funds <br />and the Portsmouth Sheriff's Department. <br /> <br /> <br />
