July 27, 2004 <br /> <br />3. Ed Forlines, 617 London Street, spoke on the drainage problem downtown, <br /> specifically at High and Washington Streets, during rainfall on July 25, 2004. Also, <br /> he asked for capital improvements for the downtown area in next year's program. <br /> <br />4. Martha Ann Creecy, 317 Dinwiddie Street, spoke on flooding at her properties in <br /> Olde Towne and Port Norfolk.
