June 22,2004 Recommendation: · Adoption of an ordinance to accept a grant from the Department of Criminal Justice Services in the amount of $471,095 and to appropriate the same amount in the Grants Fund for the Community Corrections and Pretrial Services Programs. Purpose and Need: · The Department of Criminal Justice Services has made available $471,095 in State general funds to provide these services locally. · Community Corrections provides a comprehensive array of intermediate sanctions to the local courts as alternatives to incarceration in the City Jail. Services include: probation supervision, community service work, restitution, substance abuse assessment, testing and treatment, anger education, domestic violence intervention, and other services as requested by the courts. · Between July 1, 2003 and March 31, 2004 the program served 348 Portsmouth citizens. They facilitated the collection of $22,393 in restitution to victims, and $17,045 in court costs. Offenders completed 3,650 hours of community service work. More than 130 offenders received conflict resolution and anger education services and 195 received substance abuse services. · Pretrial Services provides supervised release to non-violent defendants. Between July 1, 2003 and March 31, 2004 the program conducted more than 800 investigations, screened 1,364 defendants, conducted 553 criminal record checks, received 233 placements on supervision and monitored 619 defendants released by the magistrate. Financial Impact: · There is no local match required. Motion by Mr. Griffin, and seconded by Ms. Randall, to adopt the following ordinance, and was adopted by the following vote: "ORDINANCE ACCEPTING A COMMONWEALTH OF VIRGINIA DEPARTMENT OF CRIMINAL JUSTICE SERVICES GRANT AND APPROPRIATING $471,095 IN THE GRANTS FUND THE COMMUNITY CORRECTIONS AND PRETRIAL SERVICES PROGRAMS." Purpose and Need: · This program provides free, nutritious meals during the summer to youth who are economically disadvantaged, while providing wholesome recreational, educational and cultural programs. · The program will serve breakfast and lunch to approximately 6,065 children each day at twenty-eight locations.
