June 22,2004 <br /> <br />Recommendation: <br /> <br />· Adoption of an ordinance to accept a grant from the Department of Criminal Justice <br />Services in the amount of $471,095 and to appropriate the same amount in the Grants <br />Fund for the Community Corrections and Pretrial Services Programs. <br /> <br />Purpose and Need: <br /> <br />· The Department of Criminal Justice Services has made available $471,095 in State <br />general funds to provide these services locally. <br /> <br />· Community Corrections provides a comprehensive array of intermediate sanctions to <br />the local courts as alternatives to incarceration in the City Jail. Services include: <br />probation supervision, community service work, restitution, substance abuse <br />assessment, testing and treatment, anger education, domestic violence intervention, <br />and other services as requested by the courts. <br /> <br />· Between July 1, 2003 and March 31, 2004 the program served 348 Portsmouth <br />citizens. They facilitated the collection of $22,393 in restitution to victims, and $17,045 <br />in court costs. Offenders completed 3,650 hours of community service work. More than <br />130 offenders received conflict resolution and anger education services and 195 <br />received substance abuse services. <br /> <br />· Pretrial Services provides supervised release to non-violent defendants. Between <br />July 1, 2003 and March 31, 2004 the program conducted more than 800 investigations, <br />screened 1,364 defendants, conducted 553 criminal record checks, received 233 <br />placements on supervision and monitored 619 defendants released by the magistrate. <br /> <br />Financial Impact: <br /> <br />· There is no local match required. <br /> <br /> Motion by Mr. Griffin, and seconded by Ms. Randall, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ACCEPTING A COMMONWEALTH OF VIRGINIA DEPARTMENT OF <br />CRIMINAL JUSTICE SERVICES GRANT AND APPROPRIATING $471,095 IN THE <br />GRANTS FUND THE COMMUNITY CORRECTIONS AND PRETRIAL SERVICES <br />PROGRAMS." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Randall, Holley <br />Nays: None <br /> <br />04 - 252 - Adoption of an ordinance to accept a grant from USDA in the amount of <br />$286,238 and to appropriate the same amount in the Grants Fund for the USDA <br />Summer Food Program. <br /> <br />Recommendation <br /> <br />· Adoption of an ordinance to accept a grant from USDA in the amount of $286,238 <br />and to appropriate the same amount in the Grants Fund for the USDA Summer Food <br />Program. <br /> <br />Purpose and Need: <br /> <br />· This program provides free, nutritious meals during the summer to youth who are <br />economically disadvantaged, while providing wholesome recreational, educational and <br />cultural programs. <br /> <br />· The program will serve breakfast and lunch to approximately 6,065 children each <br />day at twenty-eight locations. <br /> <br /> <br />
