<br /> At the Public Hearing Meeting of the City Council held on
<br />Monday, March 7, 1994, there, were present:
<br />
<br /> Mayor Gloria O. Webb, Vice Mayor Lee E. King, *Johnny M.
<br />Clemons, John H. Epperson, Bernard D. Griffin, James C. Hawks,
<br />Cameron C. Pitts, V. Wayne Orton, City Manager, Stuart E. Katz,
<br />City Attorney.
<br />
<br /> Vice Mayor King opened the meeting with prayer which was
<br />followed by the Pledge of Allegiance to the Flag.
<br />
<br /> The Mayor called the meeting to order and welcomed all in
<br />attendance.

<br />Public Hearing on a rezoning, use permits and code
<br />amendment applications:
<br />
<br />(a) Z-93-18
<br />
<br />BRIGHTON NEIGHBORHOOD - Rezoning application of
<br />Sarah B. Grant to rezone property at 2303-2315
<br />Elm Avenue from Residential RS-75 to Residential
<br />RM-75-K {Conditional}.
<br />
<br /> Motion by Mr. Epperson, and seconded by Mr. Hawks, to
<br />accept the letter of withdrawal from the applicant, and was
<br />accepted by the following vote:
<br />
<br />Ayes: Clemons, Epperson, Griffin, Hawks, King, Pitts, Webb
<br />Nays: None
<br />
<br />(b) UP-93-13
<br />
<br />BRIC~HTON NEIGHBORHOOD - Use permit application
<br />of Sarah B. Grant for a residential adult care
<br />facility at 2303-2315 Elm Avenue.
<br />
<br /> Motion by Mr. Epperson, and seconded by Mr. Hawks, to
<br />accept the letter of withdrawal from the applicant, and was
<br />accepted by the following vote:

<br />
<br />NESTHAVEN PARK NEIGHBORHOOD - Use permit
<br />application of the Temple of Faith Love
<br />Center for a church at 701 Airline Boulevard.
<br />
<br />Mark A. Morgan, 913 Guenevere Court, Chesapeake, spoke in favor
<br />of the application.
<br />
<br />Alvin J. Boone, Sr., 139 Burford Avenue, Virginia Beach, spoke
<br />in favor of the application.
<br />
<br /> Motion by Mr. Epperson, and seconded by Mr. Hawks, to
<br />concur with the recommendation of the Planning Commission that
<br />UP-94-01 be denied, and was denied by the following vote:
<br />
<br />Ayes: Epperson, Griffin, Hawks, King, Pitt, Webb
<br />Nays: Clemons
