April 13, 2004 <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Benn, to concur with the <br />recommendation of the Planning Commission that UP-04-05 be approved on first <br />reading, and was adopted by unanimous vote. <br /> <br />- City Manager's Report - <br /> <br />04 - 139 - Adoption of a resolution accepting the Analysis of Impediments to Fair <br />Housing from the Hampton Roads Community Housing Resource Board (HRCHRB). <br /> <br />The Analysis was conducted in accordance with the requirements of the U. S. <br />Department of Housing and Urban Development and the Fair Housing Act. <br /> <br />Recommendation: <br /> <br />· Adoption of a resolution accepting the Analysis of Impediments to Fair Housing from <br />the Hampton Roads Community Housing Resource Board. <br /> <br />Purpose and Need: <br /> <br />· The purpose of Fair Housing is to create equal housing opportunities for all persons <br />living in America by administering laws that prohibit discrimination in housing on the <br />basis of race, color, religion sex, national origin, age, disability and familiar status. <br /> <br />· The Hampton Roads Community Housing Resource Board composed of <br />representatives from Chesapeake, Hampton, Newport News, Norfolk, Portsmouth, <br />Suffolk and Virginia Beach participated in an "Analysis of Impediments to Fair Housing" <br />through Mullen and Lonergan Associates, Inc. <br /> <br />· The Analysis needed to be conducted as a requirement by the U. S. Department of <br />Housing and Urban Development (HUD). The last analysis was conducted in 1997. <br /> <br />· Portsmouth's Consolidated Plan will address the impediments (see attached <br />Executive Summary), the milestones in that process, timetables for past and future <br />activities, and the results of actions taken. <br /> <br />Financial Impact: <br /> <br />· No City funds are required. Over time, the cumulative effect of improved housing <br />will strengthen the quality of life for our citizens. <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Whitehurst, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"A RESOLUTION ACCEPTING THE ANALYSIS OF IMPEDIMENTS TO FAIR <br />HOUSING FROM THE HAMPTON ROADS COMMUNITY HOUSING RESOURCE <br />BOARD. <br /> <br /> WHEREAS, the purpose of Fair Housing is to create equal housing opportunities <br />for all persons living in America by administering laws that prohibit discrimination in <br />housing; and <br /> <br /> WHEREAS, the Hampton Roads Community Housing Resource Board, <br />composed of representatives from the cities of Portsmouth, Chesapeake, Hampton, <br />Newport News, Norfolk, Suffolk, and Virginia Beach, participated in an "Analysis of <br />Impediments to Fair Housing"; and <br /> <br /> WHEREAS, the Analysis updates an Analysis conducted in 1997 and is a <br />requirement of the U. S. Department of Housing and Urban Development for inclusion in <br />the Portsmouth's Consolidated Plan; and <br /> <br /> WHEREAS, the City of Portsmouth's Consolidated Plan will address the <br />impediments cited in the Analysis, the milestones in that process, timetables for past <br />and future activities, and the results of actions taken. <br /> <br /> <br />
