<br /> At a Regular Meeting of the City Council on Tuesday, April 13, 2004,
<br />there were present:
<br />
<br />Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts,
<br />J. Thomas Benn III, William E. Moody, Jr., Charles B. Whitehurst, Sr.,
<br />Marlene W. Randall, City Manager C. W. McCoy, City Attorney G. Timothy Oksman.
<br />
<br /> Councilman Charles B. Whitehurst, Sr. opened the meeting with prayer, which
<br />was followed by the Pledge of Allegiance to the Flag.
<br />
<br />Mayor Holley called the meeting to order and welcomed all in attendance.
<br />
<br /> Motion by Mr. Pitts, and seconded by Mr. Whitehurst, to approve the minutes of a
<br />Called Meeting on March 23, 2004, a Regular Meeting on March 23, 2004, a Called
<br />Meeting on March 24, 2004, a Called Meeting on March 29, 2004, a Called Meeting on
<br />March 30, 2004, and a Called Meeting on April 6, 2004, and was adopted by unanimous
<br />vote.

<br />04 - 137 - Presentations:
<br />
<br />· Proclamation presented to Susan Smith for "Portsmouth WalkAmerica Day."
<br />
<br />· Proclamation presented to Delores Adams for "Fair Housing Month."
<br />
<br />· Proclamation presented to Reynold Jordan, Director of Social Services, for"National
<br /> Child Abuse Prevention Month."
<br />
<br />· Toora Burton and William Askew sang their rendition of"Children of the World."
<br />
<br />· Presentation of special lapel pins to newly appointed Board and Commission
<br /> members.

<br />
<br />04 - 138 - Public hearing on use permit applications:
<br />
<br />(a) UP-04-03
<br />
<br />AIRLINE COMMERCIAL AND INDUSTRIAL CORRIDOR
<br />
<br />C. Raeford Eure requests a use permit to allow for motor freight
<br />transportation of approximately 30 containers at 3029 Airline
<br />Boulevard.
<br />
<br />1. Albert Taylor, 355 Crawford Street, Suite 600, spoke in support of this item.
<br />
<br />2. Raeford Eure, 415 Port Centre Parkway, spoke in support of this item.
<br />
<br /> Motion by Mr. Benn, and seconded by Mr. Moody, to concur with the
<br />recommendation of the Planning Commission that UP-04-03 be approved on first
<br />reading, and was adopted by unanimous vote.

<br />(b) UP-04-04
<br />
<br />DOWNTOWN NEIGHBORHOOD - Nancy Alberts requests a use
<br />permit for an eating establishment at 429 and 433 High Street.
<br />
<br />1. Nancy Alberts, 429 High Street, spoke in support of this item.
<br />
<br /> Motion by Mr. Whitehurst, and seconded by Mr. Moody, to concur with the
<br />recommendation of the Planning Commission that UP-04-04 be approved on first
<br />reading, and was adopted by unanimous vote.

<br />
<br />CHURCHLAND WEST NEIGHBORHOOD - ESW Western Branch
<br />Associates, LLC requests a use permit for a self-storage facility on
<br />property located at 3636 Forest Haven Lane and 3400 Western
<br />Branch Boulevard.
<br />
<br />1. Robert Barclay, 200 High Street, Suite 500, spoke in support of this item.
