March 9, 2004 04-79(a): "A RESOLUTION APPROVING AND ADOPTING AN AMENDMENT TO THE COMPREHENSIVE PLAN FOR THE CITY OF PORTSMOUTH. (CP-04-01) WHEREAS, the Council of the City of Portsmouth, Virginia has adopted a Comprehensive Plan, (CP-89-1), for the physical development of the territory within the City; and WHEREAS, the Planning Commission, after notice and public hearing, as required by Chapter 22 of Title 15.2 of the Code of Virginia, 1950, as amended, has recommended that Exhibit 4-7 of Chapter 4 of the Comprehensive Plan (General Land Use Plan Map) be amended to show that a portion of the former Fairwood Homes development will become a new residential community development as shown on Exhibit A, attached hereto and made a part hereof; and WHEREAS, the Council of the City of Portsmouth, Virginia has held a public hearing with notice as required by law, and has considered the proposed amendment to the Comprehensive Plan. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that the Comprehensive Plan of the City of Portsmouth, Virginia, designated CP-89-1 be and hereby is amended as recommended by the Planning Commission and set out above." Ayes: Benn, Griffin, Pitts, Randall, Whitehurst, Holley Nays: None 04-79(b): 1. Mark Geduldig-Yatrofsky, 363 Middle Street, spoke in support of this item. Motion by Mr. Benn, and seconded by Mr. Whitehurst, to adopt the following ordinance, approved on first reading at the February 24, 2004 meeting, and was adopted by the following vote: "ZONING AMENDMENT ORDINANCE Z-03-18." Ayes: Benn, Griffin, Pitts, Randall, Whitehurst, Holley Nays: None - City Manager's Report - 04 - 94 - Adoption of an ordinance to appropriate $1,858,276 in the Capital Improvements Fund for various projects with remaining unfunded balances. This is a housekeeping appropriation necessary for property accounting and monitoring of the Capital Improvements Fund (CIF). The appropriation uses existing funds earned within the CIF and does not create additional borrowing. Recommendation: · Adoption of an ordinance to appropriate $1,858,276 in the Capital Improvements Fund for various projects with remaining unfunded balances. Purpose and Need: · The Capital Improvements Fund has realized revenues from the sale of property and earned interest income on bond proceeds that have not been appropriated as funding sources for capital projects.
