March 9, 2004 <br /> <br />04-79(a): <br /> <br />"A RESOLUTION APPROVING AND ADOPTING AN AMENDMENT TO THE <br />COMPREHENSIVE PLAN FOR THE CITY OF PORTSMOUTH. (CP-04-01) <br /> <br /> WHEREAS, the Council of the City of Portsmouth, Virginia has adopted a <br />Comprehensive Plan, (CP-89-1), for the physical development of the territory within the <br />City; and <br /> <br /> WHEREAS, the Planning Commission, after notice and public hearing, as <br />required by Chapter 22 of Title 15.2 of the Code of Virginia, 1950, as amended, has <br />recommended that Exhibit 4-7 of Chapter 4 of the Comprehensive Plan (General Land <br />Use Plan Map) be amended to show that a portion of the former Fairwood Homes <br />development will become a new residential community development as shown on <br />Exhibit A, attached hereto and made a part hereof; and <br /> <br /> WHEREAS, the Council of the City of Portsmouth, Virginia has held a public <br />hearing with notice as required by law, and has considered the proposed amendment to <br />the Comprehensive Plan. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia, that the Comprehensive Plan of the City of Portsmouth, Virginia, <br />designated CP-89-1 be and hereby is amended as recommended by the Planning <br />Commission and set out above." <br /> <br />Ayes: Benn, Griffin, Pitts, Randall, Whitehurst, Holley <br />Nays: None <br /> <br />04-79(b): <br /> <br />1. Mark Geduldig-Yatrofsky, 363 Middle Street, spoke in support of this item. <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Whitehurst, to adopt the following <br />ordinance, approved on first reading at the February 24, 2004 meeting, and was <br />adopted by the following vote: <br /> <br />"ZONING AMENDMENT ORDINANCE Z-03-18." <br /> <br />Ayes: Benn, Griffin, Pitts, Randall, Whitehurst, Holley <br />Nays: None <br /> <br />- City Manager's Report - <br /> <br />04 - 94 - Adoption of an ordinance to appropriate $1,858,276 in the Capital <br />Improvements Fund for various projects with remaining unfunded balances. <br /> <br />This is a housekeeping appropriation necessary for property accounting and <br />monitoring of the Capital Improvements Fund (CIF). The appropriation uses <br />existing funds earned within the CIF and does not create additional borrowing. <br /> <br />Recommendation: <br /> <br />· Adoption of an ordinance to appropriate $1,858,276 in the Capital Improvements <br />Fund for various projects with remaining unfunded balances. <br /> <br />Purpose and Need: <br /> <br />· The Capital Improvements Fund has realized revenues from the sale of property and <br />earned interest income on bond proceeds that have not been appropriated as funding <br />sources for capital projects. <br /> <br /> <br />
