March 9, 2004 <br /> <br /> At a Regular Meeting of the City Council on Tuesday, March 9, 2004, <br />there were present: <br /> <br />Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, <br />J. Thomas Benn III, Charles B. Whitehurst, Sr., Marlene W. Randall, City Manager <br />C. W. McCoy, City Attorney G. Timothy Oksman. <br /> <br /> Mayor Holley spoke on the passing of Stephen Louis Whitehead and homage <br />was paid to his memory with a moment of silence. <br /> <br /> Councilman Cameron C. Pitts opened the meeting with prayer, which was <br />followed by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Whitehurst, to approve the minutes of a <br />Called Meeting on February 23, 2004, a Called Meeting on February 24, 2004, and a <br />Regular Meeting on February 24, 2004, and was adopted by unanimous vote. <br /> <br />04 - 92 - Presentations: <br /> <br />· Book presentation to Susan H. Burton, Director of Libraries. <br /> <br />· Proclamation presented to Phyliss D. Creamer for "American Red Cross Month." <br /> <br />- Public Hearing - <br /> <br />04 - 93 - Public hearing on group housing use permit and street closure applications: <br /> <br />(a) GHP-04-01 <br /> <br />CHURCHLAND NEIGHBORHOOD - Snug Harbor Development, <br />LLC requests a group housing use permit to construct <br />37 condominium units at 3105 Tyre Neck Road. <br /> <br />1. Robert Barclay, 200 High Street, Suite 500, spoke in support of this item. <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Whitehurst, to concur with the <br />recommendation of the Planning Commission that GHP-04-01 be approved on first <br />reading, and was adopted by unanimous vote. <br /> <br />(b) S-04-03 <br /> <br />MOUNT HERMON NEIGHBORHOOD - Ordinance granting the <br />requests of the City of Portsmouth for the closure of Scott, <br />Dartmouth and Brighton Streets, three (3) vacant "paper streets" <br />located on the former Norcom High School site. <br /> <br /> Motion by Mr. Whitehurst, and seconded by Ms. Randall, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE CLOSING AND VACATING A PORTION OF SCOTT STREET, A <br />PORTION OF DARTMOUTH STREET AND A PORTION OF BRIGHTON STREET." <br /> <br />Ayes: Benn, Griffin, Pitts, Randall, Whitehurst, Holley <br />Nays: None <br /> <br />- Unfinished Business - <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Pitts, to remove item 04-79(b) from <br />consideration under the Consent Agenda, and was adopted by unanimous vote. <br /> <br />04 - 79 - Comprehensive plan and rezoning: <br /> <br /> Motion by Mr. Whitehurst, and seconded by Ms. Randall, to adopt the following <br />resolution, approved on first reading at the February 24, 2004 meeting, and was <br />adopted by the following vote: <br /> <br /> <br />
