March 9, 2004 <br /> <br /> WHEREAS, the Railway is an important element of the Portsmouth and regional <br />transportation system; and <br /> <br /> WHEREAS, the Railway is instrumental in the economic development of the <br />region, and it provides relief to the highway system by transporting freight, and it <br />provides an alternate means of transporting commodities; and <br /> <br /> WHEREAS, the improvements are essential for successful operation of Terminal; <br />and <br /> <br /> WHEREAS, the City of Portsmouth supports the Terminal, the Projects, and the <br />retention and enhancing of the rail service encompassed by the Projects; and <br /> <br /> WHEREAS, the Commonwealth Transportation Board has established <br />procedures for all allocation and distribution of the funds it provides for such purposes. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia, that the City does hereby request that the Virginia Department of <br />Rail and Public Transportation give priority consideration to the Projects proposed by <br />the Railway." <br /> <br />Ayes: Benn, Griffin, Pitts, Randall, Whitehurst, Holley <br />Nays: None <br /> <br />- New Business - <br /> <br />04 - 100 - Boards and Commissions <br /> <br />Mr. Benn offered the following nominations: <br /> <br />BEHAVIORAL HEALTHCARESERVICES BOARD <br /> <br />Sharon M. Hord to be appointed for a four year term ending August 31, 2006, replacing <br />Hunter L. Daugherty. <br /> <br />CLEAN COMMUNITY COMMISSION <br /> <br />Saundra A. Shuler to fill an unexpired term ending June 30, 2005, replacing Davis <br />Freeman. <br /> <br />Raleigh G. Harsley to be appointed for a three year term ending June 30, 2006, <br />replacing Eleanor E. Thompson. <br /> <br />Barry L. Doughty to be appointed for a three year term ending June 30, 2006, replacing <br />Walter Broda. <br /> <br />COMMUNITY CRIMINAL JUSTICE BOARD <br /> <br />Deloris R. Haywood to be appointed for a three year term ending June 30, 2006, <br />replacing Margaret Buxton. <br /> <br />Sandra K.
