Februar~ 24, 2004 <br /> <br /> At a Regular Meeting of the City Council on Tuesday, February 24, 2004, <br />there were present: <br /> <br />Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, <br />J. Thomas Benn III, William E. Moody, Jr., Charles B. Whitehurst, Sr., Marlene W. <br />Randall, City Manager C. W. McCoy, City Attorney G. Timothy Oksman. <br /> <br /> Vice Mayor Bernard D. Griffin, Sr. opened the meeting with prayer, which was <br />followed by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Whitehurst, to approve the minutes of a <br />Called Meeting on February 7, 2004, a Called Meeting on February 9, 2004, a Called <br />Meeting on February 10, 2004, and a Regular Meeting on February 10, 2004, and was <br />adopted by unanimous vote. <br /> <br />04 - 78 - Presentation: <br /> <br />· Proclamation presented to the Simpson family in honor of The Honorable J. Herbert <br /> Simpson, Sr. <br /> <br />- Public Hearing - <br /> <br />04 - 79 - Public hearing on comprehensive plan and rezoning applications: <br /> <br />(a) CP-04-01 <br /> <br />HIGHLANDS NEIGHBORHOOD - The City of Portsmouth requests <br />an amendment to revise Chapter 4 of the Comprehensive Plan, <br />Exhibit 4-7 (General Land Use Plan map) from commercial, <br />industrial, and single-family development to medium-density <br />residential development. The amendment will allow the <br />development of a mixed-use neighborhood compatible with <br />surrounding land uses. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Moody, to concur with the <br />recommendation of the Planning Commission that CP-04-01 be approved on first <br />reading, and was adopted by unanimous vote. <br /> <br />(b) Z-03-18 <br /> <br />HIGHLANDS NEIGHBORHOOD - L. M. Sandier & Sons and the <br />Industrial Development Authority request a rezoning from general <br />commercial C-2, industrial M-l-R, and residential RS-75 and <br />RM-75 to residential RM-60-K Development (TND) Overlay to <br />develop a new residential neighborhood. <br /> <br />1. David Taylor, 448 Viking Drive, Suite 220, Virginia Beach, spoke in support of this <br /> item. <br /> <br />2. James Overton, 315 Astor Avenue, spoke in support of this item. <br /> <br /> Motion by Mr. Whitehurst, and seconded by Mr. Moody, to concur with the <br />recommendation of the Planning Commission that Z-03-18 be approved on first reading, <br />and was adopted by unanimous vote. <br /> <br />- Unfinished Business - <br /> <br />Consent Aqenda <br /> <br />04 - 58 - Use permits: <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Whitehurst, to adopt the following <br />resolutions, approved on first reading at the February 10, 2004 meeting, and was <br />adopted by the following vote: <br /> <br /> <br />
