5 3 8 February 24, 2004 <br /> <br /> At a Called Meeting of the City Council on Tuesday, February 24, 2004, there were <br /> present: <br /> <br />Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, J. Thomas <br />Benn III, William E. Moody, Jr, Charles B. Whitehurst, Sr., Marlene W. Randall, City Manager <br />C. W. McCoy, Deputy City Attorney George M. Willson. <br /> <br />04 - 75 - The following call for the meeting was read: <br /> <br /> "Please attend a Called Meeting of the City Council to be held in the City Council <br />Chamber, 801 Crawford Street, 6th floor, 5:00 p.m., Tuesday, February 24, 2004 for the purpose <br />of a Public Work Session. <br /> <br />In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />04 - 76 - The following items were discussed in Public Work Session: <br /> <br />1. Comprehensive Annual Financial Report - Elizabeth Foster <br /> <br />2. Commission of Architectural Review Appeal - 1048 Naval Avenue <br /> <br /> Motion by Mr. Griffin, and seconded by Mr. Whitehurst, to postpone consideration of the <br />Commission of Architectural Review Appeal to remove a slate roof and install architectural <br />grade shingles at 1045 Naval Avenue to the meeting of March 9, 2004, and was adopted by <br />unanimous vote. <br /> <br />04 - 77 - Motion by Ms. Randall, and seconded by Mr. Griffin, to go into Closed Meeting <br />pursuant to provisions of Section 2.2-3711(A) of the Code of Virginia, to discuss or consider the; <br />following: <br /> <br /> consult with legal counsel about:specific legal matters requiring legal advice, <br />as authorized by paragraph 7. <br /> <br />The subject matter shall be legal matters in the nature of contracts involving the City. <br /> <br /> The purpose shall be to protect the financial interest of the City and its taxpayers by <br />having confidential discussion of this subject matter. <br /> <br />The motion Was adopted by unanimous vote. <br /> <br /> Motion by Ms. Randall, and seconded by Mr. Moody, pursuant to Section 2.2-3712(D) of <br />the Code of Virginia, certifying that to the best of the Council Members' knowledge during the <br />immediately preceding Closed Meeting of the City Council: <br /> <br />1. Only public business matters lawfully exempted from open meeting requirements by <br /> the Virginia Freedom of Informatior~ Act, and <br /> <br />Only such public business matters as were identified in the motion by which the <br />Closed Meeting was convened, were heard, discussed or considered in the meeting, <br />by the City Council. <br /> <br />The motion was adopted by unanimous vote. <br /> <br /> On motion, meeting adjourned. <br />Senior Deputy City Clerk <br /> <br />APPROVED - <br /> <br />Dr.kAa.~es W Holley III t <br />Mayor <br /> <br />Debr8 ~'/.
