Februar~ 10, 2004 <br /> <br /> At a Regular Meeting of the City Council on Tuesday, February 10, 2004, <br />there were present: <br /> <br />Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, <br />J. Thomas Benn III, William E. Moody, Jr., Charles B. Whitehurst, Sr., Marlene W. <br />Randall, City Manager C. W. McCoy, City Attorney G. Timothy Oksman. <br /> <br /> Councilman J. Thomas Benn III opened the meeting with prayer, which was <br />followed by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Whitehurst, to approve the minutes of a <br />Called Meeting on January 26, 2004, a Called Meeting on January 27, 2004, a Regular <br />Meeting on January 27, 2004, and a Called Meeting on February 2, 2004, and was <br />adopted by unanimous vote. <br /> <br />04 - 57 - Presentation: <br /> <br />· Proclamation presented to Anne Green and Sergeant Stephen Jackson for"NEAT <br /> Summit Day." <br /> <br />- Public Hearing - <br /> <br />04 - 58 - Public hearing on use permit applications: <br /> <br />(a) UP-03-29 <br /> <br />PORT NORFOLK NEIGHBORHOOD - Broad Street Methodist <br />Church requests a use permit for a childcare center for 72 children <br />at 300 Broad Street. The property is located in the Port Norfolk <br />Historic District. <br /> <br />1. Maria Peed, 314 Russell Street, spoke in support of this item. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Moody, to concur with the <br />recommendation of the Planning Commission that UP-03-29 be approved on first <br />reading, and was adopted by unanimous vote. <br /> <br />(b) UP-04-02 <br /> <br />DOWNTOWN NEIGHBORHOOD - Tim and Shannon Woodland <br />request a use permit to establish an entertainment establishment at <br />300 High Street. <br /> <br />1. Shannon Woodland, 480 Middle Street, spoke in support of this item. <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Whitehurst, to concur with the <br />recommendation of the Planning Commission that UP-04-02 be approved on first <br />reading, and was adopted by unanimous vote. <br /> <br />- Unfinished Business - <br /> <br />04 - 08 - Use permit: <br /> <br />(b) UP-03-27 <br /> <br />MERRIFIELDS NEIGHBORHOOD - Diane Ferebee requests a use <br />permit to operate a family day care home for children at 4224 <br />Swannanoa Drive. Deferred from the January 13, 2004 City <br />Council meeting. <br /> <br />1. Mark Geduldig-Yatrofsky, 363 Middle Street, spoke in support of this item. <br /> <br />2. Anthony Ferebee, 4224 Swannanoa Drive, spoke in support of this item. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Whitehurst, to deny item UP-03-27. <br /> <br /> <br />
