<br />CHURCHLAND NEIGHBORHOOD - Snug Harbor Development,
<br />LLC requests the rezoning of property at 3105 Tyre Neck Road
<br />from general Commercial, C-2 to Conditional Residential
<br />Multi-family, RM-75-K.
<br />
<br />1. William Santabar, 3153 Sterling Way, spoke in opposition to this item.
<br />
<br />2. Robert Barclay, 200 High Street, Suite 500, spoke in support of this item.
<br />
<br />3. Eddie Russell, 150 Main Street, Norfolk, spoke in support of this item.

<br /> Motion by Mr. Moody, and seconded by Mr. Pitts, to concur with the
<br />recommendation of the Planning Commission that Z-03-15 be approved on first reading,
<br />and was adopted by unanimous vote.

<br />CITYWIDE - The City of Portsmouth proposes to amend Chapter
<br />40-43.4 of the Portsmouth City Code - Zoning Ordinance to delete
<br />condition 33, which states Limited to eating places without drive in
<br />curb service.
<br />
<br /> Motion by Mr. Whitehurst, and seconded by Ms. Randall, to concur with the
<br />recommendation of the Planning Commission that CA-03-06 be approved on first
<br />reading, and was adopted by unanimous vote.

<br />approved on first reading at the December 16, 2003 meeting, and was adopted by the

<br />"A RESOLUTION GRANTING A USE PERMIT FOR AN EMPTY CONTAINER
<br />STORAGE FACILITY AT 800 CONSTITUTION AVENUE.
<br />
<br /> WHEREAS, Hampton Roads Services, L.L.C., has made application pursuant
<br />to Section 40-43.1 of the Code of the City of Portsmouth, Virginia (1988) for the granting
<br />of a use permit to operate an empty container storage facility at 800 Constitution
<br />Avenue; and
<br />
<br /> WHEREAS, the applicant and the Planning Director have done all things
<br />required to be done in connection with said application; and
<br />
<br /> WHEREAS, the Planning Commission has recommended granting the
<br />application for a use permit with conditions.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of
<br />Portsmouth, Virginia:
