December 16, 2003 <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Whitehurst, to concur with the <br />recommendation of the Planning Commission that CA-03-04 be approved on first <br />reading, and was adopted by unanimous vote. <br /> <br />(d) CA-03-05 <br /> <br />CITYWIDE - The City of Portsmouth proposes to amend Chapter <br />40 of the Portsmouth City Code - Zoning Ordinance - to establish <br />the Traditional Neighborhood Development Overlay District (TND). <br />The purpose of the TND Overlay District is to allow for the <br />development of fully integrated, pedestrian oriented, mixed use <br />neighborhoods based upon established TND design principles. <br /> <br />1. William E. Copeland, 2107 Staunton Avenue, inquired about lots sizes. <br /> <br /> Motion by Mr. Whitehurst, and seconded by Mr. Moody, to concur with the <br />recommendation of the Planning Commission that CA-03-05 be approved on first <br />reading, and was adopted by unanimous vote. <br /> <br />(e) CA-03-07 <br /> <br />CITYWIDE - The City of Portsmouth proposes to amend Chapter <br />40 of the Portsmouth City Code - (Zoning Ordinance) relating to the <br />use and placement of freight containers. <br /> <br />1. Noel Smith, 4608 Steeton Court, Chesapeake, spoke in opposition to this item. <br /> <br /> Motion by Mr. Benn, and seconded by Ms. Randall, to concur with the <br />recommendation of the Planning Commission that CA-03-07 be approved on first <br />reading, and was adopted by unanimous vote. <br /> <br />(f) S-03-08 <br /> <br />SIMONSDALE NEIGHBORHOOD - Ordinance granting the request <br />of the City of Portsmouth for approval to close the alley that runs <br />between North Colin Drive and Vick Street. The alley is between <br />20 and 22 North Colin Drive and 4817 and 4819 Vick Street. The <br />portion of the alley to be closed is 10 feet wide and approximately <br />275.45 feet in length. <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Whitehurst, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE CLOSING AND VACATING A PEDESTRIAN EASEMENT BETWEEN <br />NORTH COLIN DRIVE AND VlCK STREET." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Randall, Whitehurst, Holley <br />Nays: None <br /> <br />- Unfinished Business - <br /> <br />Consent Aqenda <br /> <br />03 - 422 - Use permits: <br /> <br /> Motion by Mr. Whitehurst, and seconded by Mr. Moody, to adopt the following <br />resolutions, approved on first reading at the November 25, 2003 meeting, and was <br />adopted by the following vote: <br /> <br />03-422(a): <br /> <br />"A RESOLUTION GRANTING A USE PERMIT FOR A TRANSLOADING AND <br />WAREHOUSING FACILITY AT 3600 ELM AVENUE. <br /> <br /> WHEREAS, Arreff Terminals, Inc., has made application pursuant to Section <br />40-43.1 of the Code of the City of Portsmouth, Virginia (1988) for the granting of a use <br />permit to operate a transloading and warehousing facility at 3600 Elm Avenue; and <br /> <br /> WHEREAS, the applicant and the Planning Director have done all things <br />required to be done in connection with said application; and <br /> <br /> <br />
