<br /> At a Regular Meeting of the City Council on Tuesday, November 25, 2003,
<br />there were present:
<br />
<br />Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., *Cameron C. Pitts,
<br />J. Thomas Benn III, William E. Moody, Jr., Charles B. Whitehurst, Sr., Marlene W.
<br />Randall, City Manager C. W. McCoy, City Attorney G. Timothy Oksman.
<br />
<br /> Vice Mayor Bernard D. Griffin, Sr. opened the meeting with prayer, which was
<br />followed by the Pledge of Allegiance to the Flag.
<br />
<br />Mayor Holley called the meeting to order and welcomed all in attendance.
<br />
<br /> Motion by Mr. Pitts, and seconded by Mr. Moody, to approve the minutes of a
<br />Called Meeting on October 27, 2003, a Called Meeting on October 28, 2003, a Regular
<br />Meeting on October 28, 2003, a Called Meeting on November 10, 2003, a Called
<br />Meeting on November 14, 2003, a Called Meeting on November 16, 2003, a Called
<br />Meeting on November 17, 2003, and a Called Meeting on November 18, 2003.
<br />
<br /> Motion by Mr. Griffin, and seconded by Mr. Pitts, to defer approval of the minutes
<br />to the meeting of December 16, 2003, and was adopted by unanimous vote.
<br />
<br />03 - 421 - Presentations:
<br />
<br />· Proclamation presented to Breness Reynolds for "World AIDS Day."
<br />
<br />· Presentation of special lapel pins to newly appointed Board and Commission
<br /> members.
<br />
<br />- Public Hearing -
<br />
<br />03 - 422 - Public hearing on use permit applications:
<br />
<br />(a) UP-03-25
<br />
<br />SOUTHSIDE NEIGHBORHOOD - Noel Smith, representing Arreff
<br />Terminals, Inc. requests a use permit to operate a transloading and
<br />warehousing facility at 3600 Elm Avenue. The property is zoned
<br />heavy industrial, M-2.
<br />
<br />1. Noel Smith, 4608 Steeton Court, Chesapeake, spoke in support of this item.
<br />
<br />2. William E. Copeland, 2107 Staunton Avenue, spoke in opposition to truck traffic in
<br /> the residential areas.
<br />
<br /> Motion by Mr. Moody, and seconded by Mr. Whitehurst, to concur with the
<br />recommendation of the Planning Commission that UP-03-25 be approved on first
<br />reading, and was adopted by unanimous vote.
<br />
<br />(b) UP-03-26
<br />
<br />ROLLINGWOOD NEIGHBORHOOD - James T. Martin on behalf of
<br />Lonnie L. Parker requests a use permit for a childcare center at 300
<br />Cherokee Road.
<br />
<br /> Motion by Mr. Moody, and seconded by Mr. Whitehurst, to concur with the
<br />recommendation of the Planning Commission that UP-03-26 be approved on first
<br />reading, and was adopted by unanimous vote.
