<br /> "Please attend a called meeting of the City Council to be held at the Renaissance
<br />Portsmouth Hotel and Waterfront Conference Center, 425 Water Street, Portsmouth,
<br />Virginia, on Monday, November 17, 2003 at 8:30 a.m. for the purpose of a City Council
<br />Retreat.

<br />In addition, you may consider a motion to go into a Closed Meeting.
