November 16, 2003 ~- 7 3 <br /> <br /> At a Called Meeting of the City Council on Sunday, November 16, 2003, there <br />were present: <br /> <br />Mayor James W. Holley Ill, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, <br />J. Thomas Benn III, William E. Moody, Jr., Charles B. Whitehurst, Sr., Madene W. <br />Randall, City Manager C. W. McCoy. <br /> <br />03 - 407 - The following call for the meeting was read: <br /> <br /> "Please attend a called meeting of the City Council to be held at the Renaissance <br />Portsmouth Hotel and Waterfront Conference Center, 425 Water Street, Portsmouth. <br />Virginia, on Sunday, November 16, 2003 at 7:30 p.m. for the purpose of a City Council <br />Retreat. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br /> By order of the Mayor." <br /> <br />03 - 408 - Motion by Mr. Moody, and seconded by Ms. Randall, to go into Closed <br />Meeting pursuant to provisions of Section 2.2-3711(A) of the Code of Virginia, to <br />discuss or consider the following: <br /> <br /> the performance of specific public officials, as per subsection 1. <br /> <br /> The subject matter of the meeting includes the performance of individual public <br />officials. <br /> <br /> The purpose of the meeting is to protect the public interest by ensuring <br />confidential discussion of matters which are ~napprepriate for public discussions. <br /> <br /> The motion was adopted by unanimous vote. <br /> <br /> Motion by Ms. Randall, and seconded by Mr. Whitehurst, pursuant to Section <br />2.2-3712(D) of the Code of Virginia certifying that to the best of the Council Member's <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br /> <br /> 1. Only public business matters lawfully exempted from open meeting <br /> requirements by the Virginia Freedom of Information Act, and <br /> <br /> 2.
